Purchase of generators in Bila Tserkva: What officials are suspected of and the resulting budget losses

In 2024, a major scandal erupted in Bila Tserkva, Kyiv Oblast, over the purchase of generators at inflated prices. This was reported by the Kyiv Oblast Prosecutor’s Office, according to "Komersant Ukrainian".
The Department of Housing and Communal Services of the Bila Tserkva City Council purchased two diesel generators. The cost of the deal amounted to over 9.2 million hryvnias. The director of the supplier company provided the city council with commercial offers at inflated prices. Following this, a contract was signed for the supply of generators at that same price.

Actual cost of the equipment
The investigation established that the actual cost of the purchased equipment was significantly lower. The generators were purchased by the supplier from another company for 3.6 million hryvnias. This means that the difference between the actual cost of the generators and the amount paid from the local budget was over 5.3 million hryvnias.
The Kyiv Regional Prosecutor’s Office has notified the director of a private company and two of his accomplices of their status as suspects. They are accused of embezzling budget funds and laundering property obtained through criminal means. The prosecutor’s office is continuing its investigation to determine all the circumstances and those involved in this incident.

As a reminder, a scandal is unfolding in the Kherson region over the construction of a radiation shelter for a school in the village of Lyubymivka, which will cost nearly 56 million hryvnias. The project was awarded to a company without relevant experience and without a competitive bidding process.
