A scandal has erupted in the Kherson region over the construction of a school shelter

A scandal is unfolding in the Kherson region over the construction of a radiation shelter for a school in the village of Lyubymivka, which is expected to cost nearly 56 million hryvnias. The contract was awarded to a company with no relevant experience and without a competitive bidding process.

This was reported by Intent , as relayed by "Komersant Ukrainian".  

Construction of the shelter is scheduled to be completed by December 25, 2027. The total cost of the project is 55.97 million hryvnias, with the majority of funding provided under the European Ukraine Facility program. The educational institution served as the contracting authority, and the tender was announced on April 16, 2026.

Funding

The project will be funded by a state subsidy and the local budget:

  • Ukraine Facility: over 54.3 million hryvnias
  • Community funds: over 1.5 million hryvnias

The sole bidder was Ukrspetsmontazh Trading and Installation Company LLC, which offered to perform the work for 55.96 million hryvnias. This company was declared the winner of the tender, even though it had no prior experience in constructing shelters.

Ukrspetsmontazh was registered in Kyiv in 2012 with a registered capital of 20,000 hryvnias. The company’s primary business activity is electrical installation work. The company’s owners are Viktoria Lobintseva from Mariupol, Yaroslav Shakura from the Zhytomyr region, and Oleksiy Marchuk from the Cherkasy region. Since 2017, the company has earned just over 7 million hryvnias from government contracts.

As a reminder, the Cabinet of Ministers of Ukraine has approved a new funding package for school safety— 79 underground shelters in schools and kindergartens. Total funding amounts to billions of hryvnias from the state budget.
