Ukraine to Lower Minimum Export Prices for Walnuts: What Will the Coefficient Be?

3 November 20:44

The Cabinet of Ministers of Ukraine has approved changes to the mechanism for calculating the minimum permissible export prices for shelled walnuts. The decision will help prevent a halt in Ukrainian exports, maintain the competitiveness of Ukrainian products in foreign markets, and ensure the inflow of foreign currency earnings into Ukraine, reports "Komersant Ukrainian", citing the Ministry of Agrarian Policy and Food of Ukraine.

“The government is responding to the challenges faced by Ukrainian exporters due to Russia’s blockade of Black Sea ports and the resulting complications in maritime logistics. In a situation where the agricultural sector is forced to seek alternative supply routes and operate under the pressure of additional costs, it is important that government regulatory mechanisms reflect the actual market situation. Our task is to help Ukrainian products remain competitive and retain traditional markets,” said Taras Vysotsky, Minister of Agrarian Policy and Food of Ukraine.

Specifically, for shelled walnuts, a coefficient of 0.714 will be applied to the calculated minimum permissible export price for producers in November–December 2026.

The need for these changes stems from the seasonal nature of walnut production. The main harvest, initial processing, and preparation of the product for export all take place in the fall. At the same time, the current calculation method, which takes into account data from the previous 12 months, included last season’s figures in the base price—specifically, figures from the period of product shortages in winter and spring.

Updating the mechanism for calculating minimum export prices will enable Ukrainian producers and exporters to adapt to price competition in the international market, support exports during the seasonal peak of trade, and preserve foreign exchange earnings.

In addition, the resolution provides for bringing the Procedure into line with the current division of powers: the Ministry of Agrarian Policy will calculate and approve the minimum permissible export prices for certain types of goods through relevant orders.
