The government proposes to exempt graduates from the state final exams in 2027: what is known

Due to the risks posed by the war, the government is proposing to change the rules for the college admissions process and exempt high school students from the state final exams. Since there is a need for legislative regulation of a flexible and safe admissions process for 2027, Bill No. 15254, “On Amendments to Certain Laws of Ukraine Regarding the State Final Assessment and the 2027 Admissions Process,” has been submitted to the Verkhovna Rada, writes "Komersant Ukrainian".

Among the key provisions of the document:

  • admission to higher education programs will be carried out in accordance with the admission procedure for higher education established by the central executive authority in the field of education and science, without adhering to the requirements of the Law of Ukraine “On Higher Education”;
  • financial support for the organization and conduct of entrance examinations for higher education shall be provided through expenditures stipulated by the Law of Ukraine “On the State Budget of Ukraine” and other sources not prohibited by Ukrainian law
  • Competitive selection for admission to higher education programs based on a complete general secondary education, a junior specialist educational and qualification level, the educational and professional degree of junior bachelor, and the higher education degree of junior bachelor is carried out based on the results of the 2024–2027 entrance examinations, conducted using the organizational and technological processes of external independent testing and a creative competition (physical aptitude test) in cases provided for by law;

In addition, it is stipulated that applicants will take tests in Ukrainian language, mathematics, Ukrainian history, and one elective subject.

The elective subjects include: a foreign language, biology, geography, physics, chemistry, and Ukrainian literature.

The bill also stipulates that admission to vocational pre-higher education institutions will be conducted according to a separate procedure established by the central executive authority in the field of education.

A separate provision of the document proposes exempting students who complete any level of full general secondary education from taking the State Final Attestation (SFA) in 2027.
