The government has changed the rules for determining the cost of construction: what you need to know

The Cabinet of Ministers of Ukraine has approved updated rules for setting the cost of construction works. The new approach will be in effect for the duration of martial law and for another year after it ends to ensure transparency and uniform standards during the country’s large-scale reconstruction. The changes were announced by Prime Minister Yulia Svyrydenko, "Komersant Ukrainian" reports
Why the rules were updated
According to Svyrydenko, the change in methodology has become critical for recovery projects after Russian attacks. The updated system allows
- form the cost of work based on current market data;
- unify calculations for all contractors;
- make the construction planning process more transparent and predictable.
New percentage rates: what exactly does the government fix
According to the adopted document, the government is implementing a unified approach to determining the key components of construction costs. The following rates are now clearly established:
- 10% – general production costs;
- 3% – administrative expenses;
- 15% – contractor’s profit.
Changes in remuneration of construction workers
Special attention was paid to workers’ salaries. Now, wages must:
- comply with industry guarantees,
- increase in case of work in difficult or dangerous conditions.
Price base and Codifier of construction products
Another innovation is the creation of two important tools:
- a price base for construction materials
- and the Codifier of Construction Products.
For what period are the new rules approved
The rules will be in force
- the entire period of martial law,
- one year after its termination.
