The USPA will overpay for pilot boats despite a more favorable offer: what is known

The State Enterprise “Ukrainian Sea Ports Authority” (USPA) held a tender for the procurement of pilot boats, following which the contract was awarded to “Black Sea Yachts” Shipyard LLC. The deal was worth 474 million hryvnias. This decision sparked controversy due to the rejection of a bid from Nibulon that was 13% cheaper. Let’s examine the details of this procurement and the controversy surrounding it.

By December 2027, “Black Sea Yachts” Shipyard must deliver two BSY 64 pilot boats, each 19.6 meters long. The cost of each boat is 237 million hryvnias.
In addition, the company will conduct testing, staff training, and vessel classification.
Payment will be made in installments: a 50% advance in June, 20% in September and November 2026, and the remaining 10% upon delivery in November 2027. The warranty period is one year.
The boats are designed to transport pilots to and from vessels requesting pilotage services and to provide escort along navigable waterways. Key technical specifications include two Volvo Penta D13-800 engines with 800 hp, a Mariner 2200 K PRO diesel generator with a capacity of 22 kW, a speed of up to 19 knots, as well as modern navigation and radio equipment.
Funding and Complaints
The procurement is financed from a special state budget fund, which received funds from the European Commission under the “Support for Ukraine’s Rapid Recovery” agreement.
According to ” Nashi Hroshi,” anonymous companies complained about the tender conditions, specifically the requirement to provide certain technical specifications.
“Nibulon” offered boats at a lower price, but its bid was rejected due to technical deficiencies.
The AMCU intervened and ordered the rejection decision to be revoked, but the contracting authority again rejected Nibulon, citing non-compliance with the technical specifications.

Other Participants and Inspections
Other participants in the tender were Qingdao Lawada Yacht Technology Co Ltd from China and Baltic Workboats AS from Estonia.
The formal savings from the tender amounted to 5% of the expected amount. The State Audit Service is reviewing the tender based on information regarding possible violations of the law.
The USPA provided the minutes of the decision to extend the contract signing deadline and the results of price monitoring.
History and Activities of “Black Sea Yachts Shipyard”
“Black Sea Yachts” Shipyard LLC, registered in 2017 in Mykolaiv, is owned by Oleksandr and Svitlana Sagaydakov.
The company previously received contracts for the construction and repair of vessels, in particular for the State Emergency Service and “Delta-Pilot.” In the past, “AMPU” ordered vessels from various international companies, including the Romanian “SC Severnav SA.”
