From industry to defense: who pays taxes and how much in Ukraine

In January-June, more than a third of all taxes, fees, and payments to the country’s consolidated budget were made by two industries: manufacturing and trade. These data for the first half of 2025 were released by the acting head of the State Tax Service, Lesya Karnaukh, "Komersant Ukrainian" reports.

Top industries in terms of tax payments show dynamic growth

According to the State Tax Service, the ranking of the largest taxpayers by industry in the first half of 2025 is as follows:

  • processing industry – 16.9% of total revenues;
  • wholesale and retail trade – 16.5%;
  • public administration and defense – 11.7%;
  • financial and insurance activities – 11.5%.

The growth rate of tax revenues is particularly significant compared to the same period in 2024. The manufacturing industry showed an increase of 36.4%, which in absolute terms amounts to an additional UAH 46.8 billion. Trade and repair of transport showed an increase of 30.6% (UAH 40 billion), and public administration and defense – by 30.3% (UAH 28.2 billion).

The energy sector also showed a significant increase of 36.5%, adding UAH 17.2 billion to the budget compared to last year.

According to Lesia Karnaukh, these figures show that

“…despite the challenges caused by Russian aggression, the economy is adapting and supporting the state. Behind these figures are specific things – support for the military, implementation of social programs, and the financial basis for the country’s survival. Ukrainian business is demonstrating superpowers in the face of constant aggression.”

Military tax: almost fourfold increase in revenues

It is worth noting the dramatic increase in revenues from the military fee. In the first half of 2025, taxpayers paid more than UAH 75 billion in military duty, which is almost four times higher than in the same period last year (more than UAH 20 billion in 2024).

This significant increase is due to the increase in the military tax rate to 5% starting from December 1, 2024.

Regional distribution of the military fee

The largest contributions to the military fee by region were as follows:

  • Kyiv – UAH 24.3 billion;
  • Dnipropetrovska oblast – UAH 8.6 billion;
  • Lviv region – UAH 5.7 billion;
  • Kharkiv region – UAH 4.8 billion.

These figures demonstrate not only the economic power of the regions, but also the high level of tax discipline under martial law.
