Owners of residential solar power plants will be able to sell surplus electricity to the EU, says Gerus

Once the Ukrainian and European energy markets are integrated, owners of residential solar power plants will be able to sell surplus electricity to European Union countries through specialized market participants.
This was stated by Andriy Gerus, Chairman of the Verkhovna Rada Committee on Energy, Housing, and Utilities, in an interview with the Verkhovna Rada press service, as reported by"Komersant Ukrainian".
Responding to a question about the prospects for households following the introduction of the new market model, Gerus noted that electricity generated by the public could potentially enter the European market.
“Yes, consumers’ electricity can be sold for export to Europe. But most likely, this will not be handled by the owners themselves, but by more professional market participants,” he said.
According to the parliamentarian, electricity aggregators could play a key role in this process by pooling small amounts of electricity generated by many consumers and forming commercially attractive batches for sale on the market.
“When aggregators—professional market participants—appear, they will be able to buy surplus electricity from you, form volumes that will be attractive for export on an industrial scale, and sell them, for example, to Poland,” Gerus explained.
He also noted that the legislation provides for the creation of energy cooperatives, within which consumers will be able to jointly sell the electricity they generate. According to the committee chair, there are already tens of thousands of households in Ukraine that have installed solar power plants and operate under the “green tariff” mechanism.

At the same time, Gerus noted that current legislation provides for the termination of the “green tariff” for households as of January 1, 2030.
In the parliamentarian’s view, in the future, owners of residential solar power plants will increasingly use energy storage systems, which will allow them to consume the electricity they generate in the evening hours and reduce their dependence on the grid.
As a reminder, Law No. 4834-IX on the integration of the energy markets of Ukraine and the EU provides for the introduction of European electricity trading rules, the development of competition, and the expansion of opportunities for market participants, including small electricity producers.
