The EU is looking for a public relations specialist for the Verkhovna Rada’s Anti-Corruption Committee

The EU Anti-Corruption Initiative (EUACI) has announced a competition for the position of communications advisor to the Verkhovna Rada Committee on Anti-Corruption Policy, according to "Komersant Ukrainian"
The future communications officer will be responsible for strengthening the Committee’s public presence, including preparing press releases, talking points for speeches, and strategic communications materials.
What is the purpose of the new position?
The main goal of hiring a communications advisor is to facilitate effective communication about the work of the Verkhovna Rada Committee on Anti-Corruption Policy.
The job description states that the specialist will assist the Committee in highlighting the progress and achievements of anti-corruption reforms in accordance with Ukraine’s international obligations in the fight against corruption.
What will the communications advisor’s responsibilities be
The communications advisor will work closely with the Committee’s leadership and the EUACI team. Their tasks will include supporting communication on the status of anti-corruption reforms, assessing the communications landscape, implementing and refining the communications strategy, engaging with stakeholders, as well as preparing briefings, press conferences, press releases, social media posts, public comments, and statements.
Separately, the position includes coaching sessions for the Committee’s leadership and members, media monitoring, the creation of a media database, and assistance in crisis situations.
At the same time, the terms of reference emphasize that the advisor cannot represent the Committee or act as its spokesperson and must work independently of any party-political interests.

What results are expected from the expert
Key expected outcomes include expert support for preparing briefings, press conferences, press releases, social media content, public comments, and statements, as well as assisting the Committee’s leadership with communications.
In addition, the consultant must prepare thematic documents, including briefing notes, minutes, and flowcharts.
The work will culminate in a final report of up to five pages assessing the results achieved and providing recommendations for next steps.
What are the requirements for candidates?
The contract may be awarded to an expert with a higher education degree in journalism, public relations, or related fields.
Mandatory criteria include at least four years of relevant professional experience as a communications expert or advisor, preferably in the fields of justice, the rule of law, or anti-corruption.
Also required are proven experience in providing communications services, working with or assisting Ukrainian government agencies, a strong understanding of the Ukrainian media landscape, strong analytical and communication skills, and fluency in Ukrainian and English.
Experience or knowledge of anti-corruption reform in Ukraine would be an advantage.
Budget and Duration
The total budget for the expert’s contract may not exceed 33,000 euros.
Work is scheduled to begin upon signing the contract, and the contract itself will last 11 months and cover 240 working days.
It is also noted that the consultant will work in close coordination with EUACI representatives and report on the completion of tasks.

How to apply
The deadline for submitting proposals is April 26, 2026, at 6:00 PM Kyiv time. Candidates must submit a resume of up to three pages, a list of relevant tasks from the past three years, at least one example of work or publication, as well as a financial proposal with a daily fee.
If the application package is incomplete, the proposal will not be considered.

How candidates will be evaluated
Tender proposals will be evaluated based on two criteria. The first is professional experience, including the duration of experience, confirmed practical experience in the relevant field, and the quality of the provided sample of analytical work. This criterion accounts for 70% of the total score. The second criterion is the financial proposal, which accounts for 30% of the total score.
EUACI is a European Union technical assistance program in the field of anti-corruption in Ukraine, co-financed and implemented by the Danish Ministry of Foreign Affairs.
The program runs until April 2027, and among its partners is the Parliamentary Committee on Anti-Corruption Policy, which performs legislative, oversight, and representative functions, reviews anti-corruption bills, and assesses them for corruption risks.
