The launch of “eAkciz” will be postponed: The Ministry of Digital Transformation and the business community have agreed on a delay

The Ministry of Digital Transformation has supported the business community’s call to postpone the mandatory launch of the e-Excise system. A proposal will be submitted to the Verkhovna Rada to delay the start of the reform until July 1, 2027.

Ministry of Digital Transformation Supports Postponing eAkciz Launch
Ukraine’s Ministry of Digital Transformation has supported the business community’s proposal to postpone the mandatory launch of the e-Excise system. Minister Oksana Ferchuk made the announcement during a roundtable hosted by the European Business Association.
According to her, the Ministry of Digital Transformation plans to propose to the Verkhovna Rada that the system’s launch be postponed from November 2026 to July 1, 2027.
The issue was discussed with the participation of representatives from the Ministry of Digital Transformation, the Ministry of Finance, the State Tax Service, the State Customs Service, the business community, and other stakeholders. Participants also reviewed the updated roadmap for the system’s implementation and offered their suggestions.
The European Business Association emphasized that companies support the introduction of e-Excise as a tool to combat the illegal circulation of excise goods, but believe that the system is not yet ready for a full-scale launch.

Businesses are asking for more time to test the system
The EBA noted that economic operators need additional time to complete testing, integrate their own IT solutions, and adapt internal processes.
“We are grateful to all the government agencies involved for their collaboration and willingness to engage in dialogue. It is important to ensure that the transition to eExcise is predictable and technically stable and does not pose risks to business operations or state budget revenues,” said Svitlana Mykhailovska, Deputy Director of the EBA.
The Ministry of Digital Transformation reported that the implementation of eExcise remains one of the agency’s key priorities. Currently, developers have released an updated version of the system with a stable API and are continuing to refine its functionality and address technical issues. The offline application is also undergoing the final stage of internal testing and is scheduled to be handed over to businesses for testing afterward.
The EVA expressed hope that the Verkhovna Rada will support a legislative extension of the system’s launch deadline, which will allow for the completion of testing and ensure a smooth transition to e-Excise.
As a reminder, Danylo Getmantsev, chairman of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy, previously stated that the introduction of eAkcyz, scheduled for November 1, 2026, will likely have to be postponed again due to the software not being ready.
