Residents of elite houses in the centre of Kyiv owe millions for utilities

Residents of a house in the centre of Kyiv on Lesia Ukrainka Boulevard and a house on Sichovykh Striltsiv Street pay almost no utility bills and have millions in arrears. This was stated during a press briefing by Konstantin Lopatin, director of the Energosbut structural unit of the Kyivteploenergo utility company, according to
Lopatin stressed that these are elite houses, meaning that the owners have the opportunity and should pay for the services consumed in the first place.
“There is a house in the city centre on Lesya Ukrainka Boulevard. The total debt of the residents of this building for the services provided by us is UAH 1 million 650 thousand. And almost 90% of the apartments in this building are in arrears. The maximum amount of debt for an apartment in this building is almost half a million UAH,”
– he said.
In addition to this house, there is another building on Sichovykh Striltsiv Street, where the total debt of apartment owners is UAH 1 million 300 thousand.
“This is also a new building, and the maximum amount of debt per apartment is almost UAH 100 thousand. It should be understood that people who are unable to pay for utilities do not own property in such houses. This is not economy class housing,”

The debt owed by homeowners in the capital to Kyivvodokanal is slightly less – over UAH 1 billion 200 million. However, as Valerii Liulin, Director of the Settlement Department of Kyivvodokanal, said at the briefing, this figure is critical for the company, as tariffs for centralised water supply and sewerage have not changed since 2021.
