The changes affect 20% of businesses: The Ministry of Economy has announced updates to the reservation criteria

Revising the approaches to reserving conscripts is a fair and timely step, given the significant increase in the number of reservists and the Armed Forces’ need for personnel, said Oleksiy Sobolev, Minister of Economy, Environment, and Agriculture Oleksiy Sobolev in parliament on Wednesday, July 1. This was reported by "Komersant Ukrainian" with reference to “Interfax-Ukraine.”

“The current conscription procedures were last systematically reviewed over a year and a half ago, in December 2024. In the context of a full-scale war, this is an extremely long period. Given the significant increase in the number of reserved personnel and the Armed Forces’ need for human resources, revising the criteria is a fair and timely step,” Sobolev explained.

According to the minister, the resolution adopted by the Cabinet of Ministers in June provides for three main changes: updating the salary criterion, sector-specific requirements, and a change in how the quota for those holding multiple jobs is calculated. In particular, due to the rise in the country’s average salary, the relevant criterion has been raised to three times the minimum wage—25,900 UAH—while for frontline territories, the requirement remains unchanged at 21,600 UAH.

Sobolev also clarified that government agencies must review their own sectoral and regional criteria to strengthen their connection to the defense and critical infrastructure sectors. Currently, 15 such ministerial orders are in effect; the rest will be published by the end of the week. According to the minister’s estimates, the updated criteria will affect approximately 20% of companies, while the rest will be subject to a simplified procedure for confirming their status based on a certificate of average salary for the last month and a tax calculation submitted by August 10.

In addition, the minister highlighted a change in the rules for employees holding multiple jobs, who will now be counted toward the 50% quota based on only one place of employment—the one where the duration of the employment relationship is longest.

As a reminder, the Ministry of Economy, by Order No. 6954 dated June 24, 2026, has already revised the criteria for identifying enterprises of vital importance to the national economy, significantly increasing the requirements regarding the area of cultivated land, annual revenue, and average wage levels for business entities.

Specifically, for the agricultural sector, the ministry doubled the minimum area of cultivated land—from 500 hectares to 1,000 hectares, and the annual revenue threshold for agricultural enterprises rose from 20 million UAH to 40 million UAH. In the forestry sector, the requirements for the area of land under permanent use increased fivefold—from 500 hectares to 2,500 hectares. The order also introduced differentiated wage coefficients (2 and 3) depending on the number of employees at enterprises and for permanent representative offices of non-residents.
