54 million euros for Ukrzaliznytsia: how the funds will be allocated

Ukraine has signed a memorandum with the European Bank for Reconstruction and Development (EBRD) to secure a €54 million grant for the development of Ukrzaliznytsia. This was announced by Oleksiy Kuleba, Deputy Prime Minister for the Recovery of Ukraine and Minister of Community and Territorial Development, according to "Komersant Ukrainian".
“Today in Kyiv, during a meeting with EBRD President Odile Renaud-Basso, we signed a Memorandum on securing grant funding for Ukrzaliznytsia,” he wrote on Telegram.

What the money will be used for
According to him, the funding will be directed toward three areas.
- 10 million euros will be allocated to accessibility: modernizing train stations, installing new elevators and escalators, creating accessible platforms, and improving wayfinding. Work will begin at key stations—Kyiv and Lviv.
Specifically, elevators and escalators will be installed on the second and seventh platforms at Kyiv Central Railway Station. Work to create a barrier-free space is already underway on the second platform. Funds will also be directed toward making the station in Lviv more inclusive and implementing clear visual navigation at the country’s key stations
- 41 million euros will go toward developing in-house power generation: the purchase of gas piston units with a capacity of 75 MW. This will enable Ukrzaliznytsia to operate even during attacks on the power grid, ensure stable transportation, and reduce the load on the power grid. This is part of a larger project with the EBRD totaling up to €245 million, which provides for the development of distributed generation for Ukrzaliznytsia.
The funds will be used to purchase gas piston power plants with a total capacity of 75 MW. This will allow Ukrzaliznytsia to increase energy independence, ensure stable operations during blackouts, reduce the use of reserve diesel locomotives and fuel consumption, and improve overall energy efficiency. Implementation of the project has already begun.
- And €3 million will be allocated to establish the UZ Academy. This involves a modern training system, new management approaches, and specialized programs for veterans.
As a reminder, in December 2024, the EBRD announced a €300 million loan to Ukrzaliznytsia for the purchase of electric locomotives and a €180 million loan for the installation of small generators. The €300 million loan is backed by a state guarantee and supplemented by a grant of up to $190 million from the United States through the World Bank.
