No paperwork and no delays: The Ministry of Defense automates control over the supply of products

The State Logistics Operator (DOT) has expanded the functionality of the DOT-Chain IT system and now authorized representatives of military units can generate acts of violation (complaints) regarding the completeness and timing of supplies online. This was reported by this state agency, "Komersant Ukrainian" informs.
The introduction of automated complaints through the DOT-Chain system strengthens control at all stages of supply – from the preparation of the application to the arrival of the goods to the defenders.
How it used to be
Previously, an authorized person from a military unit had to make such claims manually: check all paper documents – what was ordered, what actually arrived and when – against all invoices for the period of consumption. This information was then transferred to the DOT, where, after control checks, they determined what sanctions should be imposed on the supplier and in what amount.
How it will be in the new system
The system will automatically detect discrepancies between the ordered and actually delivered goods, record delays, and, based on this information, automatically generate complaints, whether it is late delivery or failure to deliver certain food products.
And authorized persons from the military unit will now immediately receive a ready-made report on these violations, which they only need to check (with the possibility of providing additional comments) and sign. They do not need to manually make calculations, search for all related paper documents, manually fill out the relevant acts – DOT-Chain independently, accurately and quickly calculates the entire amount of fines, in accordance with the identified violations of contractual obligations by suppliers.
The state agency recalled that earlier the DOT-Chain system launched the possibility of submitting online advertisements for product quality. Now, thanks to the digitalization of the process, the military has the opportunity to submit online complaints about all types of violations related to food supplies – quality, completeness and delivery times.
It is reported that in 2025, the State Logistics Operator plans to spend almost UAH 33.1 billion on food for the military.
What is known about the DOT-Chain system
This is an innovative IT system for managing the logistics needs of the Armed Forces. The State Logistics Operator presented it on September 11 last year.
The main task of DOT-Chain is to make the process of supplying the military easier and faster.
The creation of DOT-Chain has become the largest digital project at DOT. A team of IT specialists from the State Logistics Operator worked on the development.
The new DOT-Chain IT system has digitized paper documents to optimize the work of the military, simplified the process of paying for goods, optimized data exchange, and established interaction between the parties involved in the process of supplying the Armed Forces.
DOT improves procurement procedures
The State Logistics Operator has unveiled a new functionality of the annual procurement plan covering all areas of supplying the Armed Forces of Ukraine: food, clothing and fuel and lubricants.

From now on, potential suppliers can familiarize themselves with the approximate timing of procurement announcements and delivery dates in a more convenient format – through a functional dashboard. All information is available on the DOT website in the “Suppliers” section.
This should ensure continuity of supply to the army. And businesses will be able to adapt their production processes and logistics to the needs of defense in advance, as they will know when and what they need.
