“Forests of Ukraine” has found a recruiter for its new CEO: for 1.9 million UAH

The State Specialized Economic Enterprise “Forests of Ukraine” has entered into a contract with Telent Advisors LLC to search for and select candidates for the position of CEO. The contract is valued at 1.9188 million UAH, including VAT.
This is evidenced by updated data in the Prozorro public procurement system, according to "Komersant Ukrainian".
The procurement for services to find a CEO for “Forests of Ukraine” was announced on June 25, 2026, with an expected cost of 2 million UAH. The auction took place on July 24.
Two companies participated in the auction. “Talent Advisors” offered 1.599 million UAH excluding VAT, while “Executive Search Ukraine” LLC offered 1.6 million UAH excluding VAT. The difference between the bids was only 1,000 UAH.
After the procedure was completed, a contract worth 1.9188 million UAH (including VAT) was published on Prozorro.
What the Recruiter Must Do
According to the terms of the procurement, “Talent Advisors” must oversee the selection of a new head of “Forests of Ukraine” in three stages:
- compile a long list of candidates and submit it to the supervisory board for approval;
- compile a shortlist and evaluate the candidates;
- support the process until the final selection of the CEO.
“Talent Advisors” operates in the Ukrainian executive search and HR consulting market. According to public records, the company regularly wins government contracts.
In total, it has participated in 22 government tenders. Its sales through the public procurement system amounted to:
- 2026 — 9.4 million UAH;
- 2025 — 8.8 million UAH;
- 2024 — 66.8 million UAH;
- 2023 — 3.96 million UAH;
- 2022 — 48,000 UAH.

In June 2026, “Talent Advisors” signed a contract worth 6.6 million UAH with “Energoatom” to search for candidates for the positions of Chief People Officer (CPO), Chief Legal Officer (CLO), and Chief Commercial and Strategy Officer (CCSO).
In addition, this year the company won a tender from Motor Sich for executive search and recruitment services valued at approximately 1.3 million UAH.
Another contract between Telent Advisors and “Forests of Ukraine” involved consulting services to analyze the organizational structure of the company’s management team. Its value was 2.4 million UAH.
Talent Advisors also facilitated the selection of the chairman of the board of Ukreximbank in 2019 and 2024, participated in competitions to select members of PrivatBank’s board of directors, specifically for the position of Chief Operating Officer (COO), and served as a recruiter during the shortlisting of candidates for the supervisory board of the Defense Procurement Agency of the Ministry of Defense.
Anna Kuznetsova has been the head of “Talent Advisors” since May 2022. The company’s owner is Oleksiy Komlichenko. In 2022, Nadiya Gorb stepped down from her roles as a co-founder and ultimate beneficial owner.
Criminal proceedings regarding PrivatBank’s procurements
At the same time, “Telent Advisors” was mentioned in 2019 in materials related to criminal proceedings concerning the procurement of services for the state-owned PrivatBank.
This refers to criminal case No. 42018040000000891, initiated in 2018 under Part 4 of Article 191 of the Criminal Code of Ukraine—misappropriation of property on an especially large scale.
The investigation examined the circumstances surrounding PrivatBank’s 2018 contracts for consulting services, expert market research, and executive recruitment with a representative of the international firm Odgers Berndtson in Ukraine — Telent Advisors LLC, as well as with CFC Consulting Company LLC.
According to investigators, PrivatBank’s management entered into contracts with external consultants for personnel recruitment services, despite the bank having its own human resources departments.
