There are calls to mobilize childless women in Ukraine: what the Central Election Commission is saying

A petition has appeared on the Cabinet of Ministers’ website proposing the introduction of mandatory mobilization for women without children. The Center for Countering Disinformation under the National Security and Defense Council has already responded to the initiative, according to "Komersant Ukrainian".
The corresponding online petition (No. 41/010515-26ep) was registered on August 10, 2026 (author: Stanislav Ivanovich Rusin).
The author of the initiative proposes extending military service to able-bodied women without children (with the exception of those who have legal grounds for deferment or health-related exemptions).
He bases his position on the Constitution of Ukraine and “the principle of equality of citizens before the law and the need for a fair distribution of duties in wartime.”
So far, the petition has gathered only a few votes out of the 25,000 required for the government to consider it.
Reaction from the Center for Countering Disinformation
Andriy Kovalenko, head of the Center for Countering Disinformation at the National Security and Defense Council, promptly refuted rumors about possible changes to the law and urged people not to spread panic.
“There are no plans for the mobilization of women, nor are there any plans for changes regarding parents of three children. Enough with the nonsense,” Kovalenko emphasized.
It is worth noting that there is no compulsory conscription of women into military service during martial law in Ukraine. Women can join the Defense Forces only on a voluntary basis—by signing a contract or applying through the recruitment process.
