The capital city lost out on more than 1 billion hryvnia: following an audit by the State Audit Service, the collection of membership fees has begun

In Kyiv, following an audit by the State Audit Service, legal proceedings have been initiated to collect unpaid contributions to the city budget from construction contractors. The amount in question exceeds 1 billion hryvnia. This was reported by the State Audit Service, according to "Komersant Ukrainian".

“In December 2025, the State Audit Service of Ukraine completed an audit of the Department of Economy and Investments of the Kyiv City Council’s executive body. The auditors paid particular attention to the situation regarding developers’ failure to pay ‘contribution fees,’ the proceeds of which are allocated to the development of social infrastructure (schools, kindergartens, hospitals, engineering structures, etc.),” the statement reads.

According to the State Audit Service, during the audit of the Department of Economy and Investments of the Kyiv City State Administration, auditors determined that the capital’s budget had lost more than 1.2 billion hryvnias due to developers’ failure to pay their share contributions.

“In this regard, demands were sent to the leadership of the relevant Kyiv City State Administration department to rectify the identified violations,” the statement reads.

In particular, state auditors demanded that the Department initiate claims and legal proceedings to recover the share of development fees from unscrupulous construction clients and transfer the funds to the city budget.

As a result, the Department, in cooperation with the prosecutor’s office, filed lawsuits against nearly all developers who had outstanding debts. The total amount of claims exceeded 1 billion hryvnias.

“To date, the courts have already ruled in favor of the Department on claims totaling nearly 140 million hryvnias, of which more than 13 million hryvnias have already been transferred to the local budget,” the State Audit Service reports.

In addition, one private developer will pay another 30 million hryvnias to the budget under a settlement agreement between the developer and the Department, approved by the Kyiv Commercial Court.

Legal proceedings are ongoing regarding other cases.
