State-owned vacation homes in Pushcha-Vodytsia generated a record 19 million hryvnias during the war

The “Pushcha-Vodytsia” resort complex of the State Administration of Affairs (SAA), which includes state residences and dachas, generated 19.17 million hryvnias in its own revenue in 2025. This is the highest figure in at least the last five years and exceeds the pre-war level. This is stated in the resort’s response to an information request from the publication
The response notes that the complex is a “non-profit budgetary institution fully funded by the general and special (own revenues of budgetary institutions) funds of the state budget.”
According to budget reports, revenues of the special fund of the state budget, which include funds from the use of premises, rent, and the use of state property, amounted to:
- 2021 – 17.9 million UAH;
- 2022 – 11.9 million UAH;
- 2023 – 15.2 million UAH;
- 2024 – 16.6 million UAH;
- 2025 – UAH 19.2 million.
“According to budget reporting data, specifically the Report on the Receipt and Use of Funds Received as Payment for Services (Form No. 4-1d), the revenue of the special fund of the state budget for the Recreation Complex (own revenues of the budgetary institution, including funds from the lease and use of state property) amount to: 2021 – 17,918,700 hryvnias; 2022 – 11,871,600 hryvnias; 2023 – 15,229.8 thousand hryvnias; 2024 – 16,579.3 thousand hryvnias; 2025 – 19,173.6 thousand hryvnias,” the response to the inquiry states.
Compared to 2022, the revenue of the “Pushcha-Vodytsia” resort complex increased by more than 7.3 million hryvnias.
Terms of stay at the complex
As stated in the response, in accordance with the Procedure for the Provision and Use of Premises at the Recreation Complex, approved by Order No. 141 of the Head of the State Administration of Affairs dated July 10, 2019, use of the resort complex’s premises is permitted to individuals:
- Ukrainian citizens, foreigners, stateless persons,
- as well as legal entities
It is specified that a usage agreement must be concluded for long-term stays, while short-term stays are possible after payment of the cost of services in accordance with the complex’s rates.
The user enters into a contract with the recreation complex for the use of the premises based on a written application from the user.
The Complex is funded under the budget program “Financial Support for Sanatoriums, Resorts, and Health Facilities.”
As a reminder, as reported by "Komersant Ukrainian", the combined revenues of “Koncha-Zaspa” and “Pushcha-Vodytsia” reached nearly 80 million hryvnias.
