Nearly 80 million hryvnias in revenue: The State Management of Affairs disclosed the earnings of “Koncha-Zaspa” and “Pushcha-Vodytsia,” but kept the residents’ identities confidential

The state-run vacation resorts “Koncha-Zaspa” and “Pushcha-Vodytsia,” operated by the State Administration of Affairs, continue to operate under the public access policy that has been in effect since 2014.

This is stated in the State Administration’s response to an information request "Komersant Ukrainian".

As noted in the State Administration’s response, the “Koncha-Zaspa” Recreation Center and the “Pushcha-Vodytsia” Recreation Complex are independent business entities under the management of the State Administration of Affairs.

In accordance with current procedures approved by the head of the State Administration of Affairs in 2019, the facilities of these complexes may be used by Ukrainian citizens, foreigners, stateless persons, and legal entities.

At the same time, the State Administration of Affairs refused to disclose information regarding the use of state residences and dachas by former or current high-ranking officials, noting that such information is classified.

The editorial team, in particular, asked:

  1. How many people were found to have resided in or used state property without proper legal grounds or under preferential terms? Who exactly?
  2. How many people were evicted (or ceased using state property) as a result of the inspection? Who are they?

Revenues from State Dachas

At the same time, the State Management of Affairs provided"Komersant Ukrainian" financial performance indicators for both state-owned complexes.

According to budget reports, revenues to the special fund of the state budget from the operations of the “Koncha-Zaspa” Rest House, including funds from the lease and use of state property, amounted to:

  • 2021 — 45.6 million UAH;
  • 2022 — 33.9 million UAH;
  • 2023 — 47.0 million UAH;
  • 2024 — 58.1 million UAH;
  • 2025 — 60.7 million UAH.

Thus, over the past two years, Koncha-Zaspa’s revenue has increased by nearly 80% compared to the first year of the full-scale war.

The “Pushcha-Vodytsia” Recreation Complex has also seen revenue growth. According to the State Administration of Affairs’ response, the institution’s revenues amounted to:

  • 2021 — 17.9 million UAH;
  • 2022 — 11.9 million UAH;
  • 2023 — 15.2 million UAH;
  • 2024 — 16.6 million UAH;
  • 2025 — 19.2 million UAH.


In total, in 2025, both state-owned complexes generated over 79.9 million UAH in own revenues for the special budget fund.

The State Administration of Affairs also emphasized that the maintenance of “Koncha-Zaspa” and “Pushcha-Vodytsia” is carried out under the budget program “Financial Support for Sanatoriums, Resorts, and Health Facilities.”

However, the amount of these expenses was not disclosed.

Separately, the editorial team inquired about the status of the concept for the use of state residences and lands in Koncha-Zaspa and Pushcha-Vodytsia, the development of which was announced by President Volodymyr Zelenskyy in 2021. Regarding this matter, the State Administration of Affairs redirected the inquiry to the state dachas themselves.

Background

As a reminder, in May 2021, Ukrainian President Volodymyr Zelenskyy announced a comprehensive audit of state residences and lands in Koncha-Zaspa and Pushcha-Vodytsia, as well as the preparation of a concept for the future use of these properties.

The National Security and Defense Council subsequently stated that some residents of “Koncha-Zaspa” and “Pushcha-Vodytsia,” which are under the care of the State Administration of Affairs, would soon have to leave.

It later emerged that about 20 people had moved out of the state dachas, including Sviatoslav Piskun, Dmytro Tabachnyk, Raisa Bohatyryova, Oleksandr Lavrynovych, and former Constitutional Court head Oleksandr Tupitsky.
