The Cabinet of Ministers of Ukraine has adopted a decision by which the Ministry of Culture and Strategic Communications of Ukraine, together with the Ministry of Digital Transformation of Ukraine and the Ukrainian Book Institute, will launch the eBook program. The Ministry of Culture and Strategic Communications of Ukraine reminded about this, "Komersant Ukrainian" reports.
As explained in the Ministry, citizens of Ukraine who reached the age of 18 in 2024 can receive UAH 908 from the state for books within a year from the date of birth.
Mykhailo Fedorov, Deputy Prime Minister and Minister of Digital Transformation , assured that funds for the purchase of books will be available in Diia as early as December. He promised to announce the launch of the service on social media.
How will the eBook program be used?
As explained by the Ministry of Culture and Strategic Communications, once the service is available in Diia, you will need to:
– install the Diia app on your smartphone;
– select the eBook service;
– follow the link, open a special virtual bank card “eBook” in one of the banks of Ukraine;
– submit an application.
If the application is approved, the money will be credited to the eBooks card. The money must be used within three months.
Books can be purchased only in Ukrainian, in bookstores that participate in the program. The list of bookstores will be published on the websites of the Ukrainian Book Institute and the Diia.

You can pay for the purchase of books with the eBooks card in a non-cash form: contactlessly using a smartphone (NFC) at a terminal in a bookstore or using the details of the eBooks card on the bookstore’s website.
In addition, a year after the end of martial law, one of the parents or their legal representative will be able to receive such assistance at the birth of a child.
The Ministry reminded that the eBook program is funded from the state budget and is a step towards popularizing Ukrainian books. The state chose these categories to encourage young people to read books and support families with young children, promoting the development of a love of reading from childhood.

On his own behalf, Mykhailo Fedorov immediately recommended 3 books about efficiency, motivation, and history:
1. “Effortless. Achieve What Matters Easier by Greg McKeown.
2. “Learning to Learn. How to use your brain to its fullest potential” by Barbara Oakley.
3. “Overcoming the Past: The Global History of Ukraine by Yaroslav Hrytsak.
