The European Union has imposed sanctions on the Russian defense industry for the first time in response to the attacks on Kyiv

The European Union has imposed sanctions on the Russian military-industrial complex, citing the attacks on Kyiv as the reason for the first time. The sanctions target Irina Kharisova, chair of the board of directors of ABS Elektro, and five companies within the group involved in the production of components for Shahed and Geran attack drones. This was reported by "Komersant Ukrainian", citing Reuters.

The statement explains that the decision was made “in light of Russia’s ongoing and intensifying aggression against Ukraine, including the recent deadly strikes on Kyiv on the nights of July 2 and 5, 2026.” The EU emphasized that Russia continues to wage a “brutal military campaign deliberately targeting civilian infrastructure” in Ukraine.

According to Brussels, “ABS Elektro” not only manufactures electronic and radio-electronic components for attack drones—its facilities also “produce automated control systems for the energy sector,” which “is a significant source of revenue for the Russian government.”

The sanctions include an asset freeze, as well as a ban on the provision of funds and economic resources. Individuals who have been blacklisted are, among other things, prohibited from entering European Union countries.

On the night of July 2, the Russian army attacked Kyiv, launching 74 missiles and 496 drones of various types. According to Ukraine’s Ministry of Internal Affairs, 31 people were killed and another 102 were wounded. The attack was one of the deadliest since the start of the full-scale war. The only times there were more casualties in the Ukrainian capital were on December 29, 2023 (33 people) and July 8, 2024 (33). The same number of casualties occurred on July 31, 2025.

The next massive strike on the capital and the surrounding region took place on the night of July 5–6. Twenty-two people were killed and 85 were injured.

In both cases, the Russian Ministry of Defense described the attacks as a response to strikes by the Ukrainian Armed Forces on “civilian infrastructure on Russian territory” and reported damage to “military-industrial enterprises, fuel and energy facilities,” as well as “military airfields.”
