“Google Tax”: Companies Paid Nearly 9 Billion Hryvnia in VAT to the Budget in Six Months

Non-resident companies that sell digital services to Ukrainians paid more than 8.9 billion hryvnia in value-added tax (VAT) to the state budget in the first half of 2026. This was reported by Lesya Karnaukh, Acting Head of the State Tax Service of Ukraine, according to "Komersant Ukrainian", citing the State Tax Service’s Main Office in Kyiv.
“Every day, each of us interacts with global digital platforms countless times. Without leaving home, we buy music, games, movies, and educational apps. Every such purchase contributes to the budget,” she added.
In currency terms:
– 82.4 million euros
– $106.7 million.
Compared to the same period last year, revenue increased by 5.9 million euros and 21 million U.S. dollars.
“The largest taxpayers are Google, Apple, Valve, Meta, Sony, Etsy, and Netflix. The pool of taxpayers is also expanding. In 2026, 16 more non-residents who provide electronic services to individuals in Ukraine registered as VAT payers,” emphasized the head of the State Tax Service.
In total, as of July 1, 2026, there are 157 non-resident companies registered as VAT payers.
Lesya Karnaukh added that this approach is primarily about fair taxation of electronic services, regardless of where a company is registered. It is about level playing fields and fair competition for all companies.
The State Tax Service reminds taxpayers that a non-resident is required to register as a VAT payer if, over the past 12 months, the total value of electronic services provided to individuals within Ukraine’s customs territory exceeds the equivalent of 1 million hryvnias.
