A lawyer who was beaten at the Kharkiv Regional Court of Justice has been granted disability status and has filed a complaint with the ECHR — Lubinets

A lawyer who sustained serious injuries in March 2025 at the Kyiv District Center for Temporary Accommodation and Social Support in Kharkiv was granted a Group III disability status and has filed a complaint with the European Court of Human Rights. This was reported by Dmytro Lubinets, the Ukrainian Parliament’s Commissioner for Human Rights, according to "Komersant Ukrainian".
According to the ombudsman, on March 15, 2025, the lawyer arrived at the Kyiv District Center for Temporary Detention and Social Support to provide pro bono legal assistance to a detainee. However, she was not allowed to see her client. Instead, as Lubinets notes, the woman suffered severe injuries, was hospitalized, underwent surgery, and required prolonged treatment and rehabilitation. She was subsequently assigned a Group III disability rating.

The Ombudsman also reported that the victim filed a criminal complaint with law enforcement authorities. At the same time, according to her, despite more than a year of investigation, the person who caused the bodily injuries has not been identified, the TCC employees have not been questioned, and the CCTV footage has not been provided. According to Lubinets, some of the necessary investigative actions were carried out only after the court intervened. In addition, the State Bureau of Investigations opened a separate criminal case regarding possible official negligence on the part of police officers during the investigation.
Due to the lack of an effective investigation, in her view, the attorney appealed to the European Court of Human Rights.
“I demand a principled response from all competent authorities in Ukraine. Every instance of obstruction of a lawyer’s lawful activities, use of physical force, delaying the investigation, or concealment of evidence must receive a proper legal assessment,” emphasized Dmytro Lubinets.
He also noted that this case is not an isolated incident. According to the Committee for the Protection of Lawyers’ Rights under the Kharkiv Regional Bar Association, 17 cases of physical force being used against lawyers were recorded between 2025 and 2026. In a number of cases, psychological pressure and threats of mobilization were also reported.
