Personnel reshuffles continue: the president has dismissed two regional administration heads

Ukrainian President Volodymyr Zelenskyy signed decrees dismissing Mykola Kalashnyk and Vitaliy Kim from their posts as heads of the Kyiv and Mykolaiv regional military administrations. The reason for their dismissal was their new appointments to the Cabinet of Ministers of Ukraine. The first deputies will temporarily assume the duties of the regional heads. This was reported by "Komersant Ukrainian", citing the press service of the President of Ukraine.
Zelenskyy Dismisses Heads of Two Regional Administrations
On July 16, Ukrainian President Volodymyr Zelenskyy signed decrees dismissing:
- Mykola Kalashnyk —from the post of head of the Kyiv Regional State (Military) Administration;
- Vitaliy Kim — from the post of head of the Mykolaiv Regional State (Military) Administration.
Both officials resigned from their posts of their own accord. The relevant decrees were published on the head of state’s official website.
Zelenskyy also dismissed Timur Tkachenko from his position as head of the Kyiv City Military Administration.
“In accordance with Article 4 of the Law of Ukraine ‘On the Legal Regime of Martial Law,’ Timur Firuddinovich Tkachenko is hereby dismissed from the position of head of the Kyiv City Military Administration,” the document states.
Reports of Tkachenko’s possible dismissal first surfaced back in the spring. Back in May, several Kyiv-based social media accounts reported that he had allegedly submitted a letter of resignation. He later denied this, accusing “certain aggressive political groups” of commissioning the reports.
Who Will Temporarily Lead the Regions
The president has also appointed interim acting heads of the regional administrations.
Until new heads of the regional state administrations are appointed:
- Ruslan Oliinyk, first deputy head of the Kyiv Regional State Administration, will serve as acting head of the region;
- Georgy Reshetilov, first deputy head of the Mykolaiv Regional State Administration, will lead the Mykolaiv Regional State Administration as acting head.
Why Kalashnik and Kim Were Dismissed
These personnel changes are related to the formation of the new Cabinet of Ministers of Ukraine.
Earlier today, the Verkhovna Rada approved the appointments of:
- Mykola Kalashnyk as Minister of Community, Territorial, Infrastructure, and Transport Development of Ukraine;
- Vitaliy Kim as Minister for Veterans’ Affairs of Ukraine.
Following parliamentary approval, the President officially dismissed them from their previous posts.
The new government began its work
On July 16, the Verkhovna Rada also appointed a new Cabinet of Ministers headed by Prime Minister Serhiy Koretskyi.
Following the vote, the new head of government held the Cabinet’s first meeting and outlined the government’s main priorities:
- support for the Armed Forces;
- developing the defense-industrial complex;
- infrastructure reconstruction;
- providing social support to the population;
- preparing for the heating season;
- Ukraine’s European integration.
What Is Known About the New Ministers
Mykola Kalashnyk
Prior to his appointment, he served as head of the Kyiv Regional Military Administration. In the new government, he will be responsible for the development of transportation infrastructure, the country’s recovery, and the implementation of large-scale postwar reconstruction projects.
Vitaliy Kim
He has led the Mykolaiv Regional Military Administration since the start of the full-scale invasion and became one of the most prominent regional leaders during the war. In the Cabinet of Ministers, he will be responsible for shaping state policy on support for veterans.
