The court has imposed a preventive measure on Shurma, the former deputy head of the Presidential Office

The High Anti-Corruption Court has ordered the detention of Rostislav Shurma, former deputy head of the Office of the President, and his brother Oleg Shurma.
This was reported by "Komersant Ukrainian", citing its own sources and the SAPO press service.
It is noted that on April 21, at the request of NABU detectives, approved by the SAPO prosecutor, an investigating judge of the High Anti-Corruption Court ordered pretrial detention for the former deputy head of the Office of the President of Ukraine and his brother, the owner of a network of Ukrainian and foreign companies.
After the suspects are detained and transported to the location of the pre-trial investigation, the investigating judge will decide on the application of this preventive measure.
According to the SAPO, the individuals are suspected of embezzling funds intended for payments under the “green” tariff as part of an organized group acting in the interests of a number of commercial power-generating enterprises located in the temporarily occupied territory of Zaporizhzhia Oblast.
Scheme in the Energy Sector
According to the investigation, in 2019–2020, a former deputy of the Donetsk Regional Council, together with his brother, took control of a number of enterprises that generated electricity from alternative sources.
In the Vasylivka district of Zaporizhzhia Oblast, they built solar power plants with a total capacity of about 60 MW and entered into contracts with the state-owned enterprise “Guaranteed Buyer” to sell electricity at the “green” tariff.
After the start of Russia’s full-scale invasion, the companies continued to report electricity production and receive payments under the “green” tariff, even though no electricity was actually being supplied to Ukraine.
The funds received were diverted through affiliated companies. The total amount of losses incurred by the state amounts to 141.3 million hryvnias.
What is known about Shurma
Rostyslav Shurma is a Ukrainian public figure and top manager who was born on September 17, 1983, in Lviv. Before beginning his career in public service, Shurma worked in the private sector.
In May 2021, by presidential decree, he was appointed a member of the supervisory board of the state-owned concern “Ukroboronprom.” As early as March of that year, he held the position of advisor in the Office of the President of Ukraine, and on November 23, 2021, he was appointed deputy head of the Office of the President.
On January 28, 2023, Shurma joined the supervisory board of Naftogaz of Ukraine. On September 3, 2024, President Volodymyr Zelenskyy issued a decree dismissing Rostyslav Shurma from the position of deputy head of the Office of the President.
Meanwhile, this summer, German media reported that Bavarian law enforcement officials had conducted searches at Shurma’s residence. The National Anti-Corruption Bureau of Ukraine (NABU) confirmed this information.
