Compensation for destroyed housing: eRestoration program is available again

The service of applying for compensation for housing destroyed or damaged by Russia under the state program “eVodnovnennya” is again available on the portal and application “Diia”. This was reported by the press service of the Ministry of Communities and Territories Development of Ukraine, "Komersant Ukrainian" reports.

The service, which was temporarily unavailable due to a large-scale cyberattack on state registries, has fully resumed its work.

Under the eRestoration program, funds can be used to repair a damaged apartment, house or dorm room. The amount of compensation depends on the extent of the damage, which will be assessed by a special commission. The funds received can be spent in the program’s partner stores on building materials or services of repair specialists. You can also file a claim for destroyed property.

Owners of damaged or destroyed housing can apply for compensation in two ways

  • via the Diia app;
  • through the Administrative Services Center.

The agency emphasized that for holders of housing certificates for which expenses have already been booked, the deadline for booking certificates has been extended by 30 days – until February 20, 2025 inclusive.

This will allow for a more relaxed regime of sale and purchase agreements for new housing to replace the destroyed one.

“If your home has been damaged or destroyed as a result of hostilities, apply for state aid in Diia. First of all, compensation will be given to military personnel, large families and people with disabilities,” commented Mykhailo Fedorov, Minister of Digital Transformation.

Russian cyberattack and the situation with registries

on December 19, 2024, Ukraine suffered one of the largest external cyberattacks that affected state registries. the Russian Federation launched a cyberattack on state registries that are under the competence of the Ministry of Justice of Ukraine. The hackers paralyzed dozens of key systems, which led to the suspension of important services and jeopardized the safety of critical data. The Ministry of Justice suspended the operation of dozens of registries for security reasons.

The registries will be restored today, December 23. They will try to restore them completely within two weeks. First, the Ministry of Justice will restore the Unified Register of Powers of Attorney, the Unified Register of Special Forms of Notarial Documents and the Inheritance Register. This will ensure proper data accounting and minimize the negative impact of potential unlawful notarial acts.

The next priority is to restore the State Register of Civil Status Acts, the Unified State Register of Legal Entities and Individual Entrepreneurs, and the State Register of Real Estate Rights and Encumbrances.

According to the SBU, according to the main version of the investigation, the special services of the aggressor country, Russia, are behind the large-scale cyberattack on Ukraine’s state registers. In particular, it could have been carried out by hackers affiliated with the hostile intelligence of the Russian GRU.
