EU countries have approved the United Kingdom’s participation in providing loans to Ukraine

European Union member states have approved the United Kingdom’s participation in the EU’s €90 billion framework program to provide loans to Ukraine, designed to help cover Kyiv’s most urgent needs in 2026 and 2027 amid the war with Russia. This was reported on Wednesday, July 22, by the Council of the European Union, according to "Komersant Ukrainian", citing DW.
“The UK’s participation in the lending program for Ukraine will allow Kyiv to also procure goods from British defense manufacturers, which will provide Ukraine with the capabilities necessary to protect its citizens,” emphasized Irish Foreign Minister Helen McEntee.
These purchases will complement existing mechanisms of EU countries, the European Economic Area, the European Free Trade Association, and other approved third countries.
As part of the loan, Kyiv is receiving 60 billion euros to invest in its defense-industrial capacity, including the procurement of defense products. An additional 30 billion euros is being allocated as direct economic and budgetary support.

The fact that the United Kingdom plans to join the European Union’s loan program for Ukraine was announced back in May by the office of British Prime Minister Keir Starmer, who was in office at the time.

London has committed to making a “fair and proportionate financial contribution” toward covering the costs, has established a security and defense partnership with the EU, and is already providing Ukraine with significant financial and military support, officials in Brussels noted.
In the coming days, the EU Council will approve London’s participation via a written procedure. The decision will take effect on the day it is published in the EU’s Official Journal.
Kyiv has already been allocated 8.1 billion euros
Under the program, Kyiv has already been allocated 8.1 billion euros, of which 3.2 billion euros went toward budgetary assistance and nearly 4.9 billion euros toward defense. It is expected that in 2026, the European Commission will provide a total of 28.3 billion euros from a 60-billion-euro aid package to support Ukraine’s defense-industrial capabilities.
Earlier, on July 13, Starmer announced in Paris an agreement granting British defense companies access to contracts under the 90-billion-euro European program to support Ukraine.
