Nearly $6 billion for investment projects: Ministry of Development announces priority areas

The Ministry of Development has already identified more than 30 priority public-private partnership projects in various infrastructure sectors worth over $5.7 billion, including five projects in the water sector.
This was reported by Alona Shkrum, First Deputy Minister of Community and Territorial Development, according to "Komersant Ukrainian".
“Ukraine is transitioning from the restoration of damaged infrastructure to systematic modernization and the creation of conditions to attract long-term investments, including private investments,” Shkrum said.
According to her, this applies to all areas of work at the Ministry of Community and Territorial Development, including the water sector, where systemic problems existed long before February 2022. Worn-out, outdated networks, energy-intensive systems, and chronic underfunding of the sector required a systemic transformation.

Meanwhile, according to RDNA5 estimates, the needs for restoration and modernization of the water sector already amount to $17.5 billion.
“Given the scale of the damage, it is clear that large-scale investments—including private ones—are needed to restore the sector. To this end, Ukraine is creating mechanisms to attract these funds and is carrying out comprehensive reforms of the sector,” said Shkrum.
Therefore, Ukraine is developing public-private partnerships, creating new financial mechanisms, and engaging international partners in the preparation and implementation of investment projects.
“We are developing new financial instruments and public-private partnership mechanisms. We are not only mobilizing our partners’ resources and asking for support for Ukraine—we are creating investment opportunities, establishing clear terms of cooperation, and developing solutions that are ready for implementation,” Shkrum noted.
According to the statement, during this year’s URC, with the support of the European Commission, the Ministry signed a grant agreement with the EIB for 25 million euros. The priority is to provide assistance to frontline and affected regions. Agreements were also reached to begin work on securing 100 million euros from the EIB.
