Mobilization is the most corrupt process since Ukraine gained independence: Gorbenko

The issue of mobilization may be the most corrupt in the entire history of independent Ukraine. Ruslan Gorbenko, a member of parliament from the “Servant of the People” party, expressed this view on the "Komersant Ukrainian" YouTube channel.

According to him, problems exist at all levels—from the “Shlyakh” system and travel abroad to the work of the Military Medical Commission, the Territorial Recruitment Center, and even educational institutions.

The MP also noted that since the start of the full-scale war, the number of people with disabilities has increased by 300,000–350,000, yet a full audit of this system has never been conducted.

Separately, he noted the significant number of complaints regarding the work of the TCC. In 2024 alone, Ombudsman Dmytro Lubinets received approximately 6,700 complaints, and since the start of the full-scale war, there have been over 12,000.

“I think that when future generations analyze and draw conclusions, the issue of mobilization will likely be, throughout the entire history of Ukraine, give or take—and this is my personal opinion—be the most corrupt issue,” Gorbenko stated.

In his view, the situation can be rectified through a systematic audit and by involving veterans with combat experience in the work of the TCC.
