The Most Corrupt Sectors in Ukraine: Who’s at the Top

The sectors most affected by corruption remain those related to the rule of law and the management of state resources. At the same time, corruption levels are gradually declining in the social sectors—healthcare and education. This is reported by "Komersant Ukrainian", citing “Ukrinform.

This was reported by Dmytro Kalmykov, Deputy Head of the National Agency for the Prevention and Combating of Corruption, during a meeting of the Committee on Anti-Corruption Policy.

“There are certain areas of public administration that scored the highest in terms of vulnerability to corruption. First, there is a group of areas that ensure the so-called rule of law. This includes everything related to the judicial system, the status of judges, the activities of the prosecutor’s office, law enforcement agencies, and the legal profession,” he noted.

Next are the sectors related to the primary accumulation of public funds, as well as the major sectors where these funds are allocated: construction, reconstruction, energy, defense, and public procurement.

Among those significantly affected by corruption are three sectors related to the use of limited shared resources: subsoil use, land management, and agriculture.

The list also includes the sphere of state regulation, “and here there is enormous anti-corruption potential in terms of regulatory optimization.”

“The list includes two so-called social sectors—healthcare, and education and science. However, this is not because they are particularly affected by corruption: the level of corruption in these sectors is rapidly decreasing every year. At the same time, due to the high frequency of interactions, the total number of corruption cases here remains quite significant,” noted the deputy head of the NACP.

According to him, based on average statistical data, one in two people seeks these services during the year, and in one out of ten cases encounters informal practices, including corruption.
