Kyiv residents did not support the petition to change the capital’s transportation policy

A petition on the Kyiv City Council website calling for changes to Kyiv’s transportation policy did not receive the number of votes required for consideration. This was reported by "Komersant Ukrainian", citing Interfax-Ukraine.

According to the petition platform on the Kyiv City Council website, this initiative was submitted on March 24, and as of May 23, the petition had gathered only 721 votes out of the 6,000 required.

Specifically, the petition stated that in the short term, it is necessary to: display the GPS locations of private carriers’ vehicles on a map; cancel the postponement of the implementation of electronic tickets for private carriers; introduce the Kyiv Resident Card or at least its transportation component in “Kyiv Digital”; introduce free transfers between different modes of public transport within 120 minutes between validations.

In the author’s opinion, in the medium term (5 years), the following is needed: gradually replace minibuses with other forms of transport; develop the tram network, in particular, restore tram lines to the Paton Bridge.

As reported, two petitions on the Kyiv City Council website calling for a halt to fare increases on the capital’s public transit until the end of martial law have already garnered the necessary number of votes for consideration.

On May 18, the Kyiv City State Administration announced plans to update public transit fares. Specifically, the cost of a single trip will depend on the number of trips purchased on a transit card. Specifically, for 1–9 trips purchased, the fare will be 30 UAH; 10–19 trips – 28.90 UAH; 20–29 trips – 27.80 UAH; 30–39 trips – 26.60 UAH; 40–49 trips – 25.50 UAH; and 50 trips – 25 UAH. Monthly passes are also available, with the cost of a single trip amounting to approximately 23.3–23.6 UAH.

Discounted rates remain in place for students and schoolchildren: students will pay 50% of the monthly pass price; schoolchildren will ride for free during the school year and receive a 75% discount in the summer.

Separately, there are plans to introduce a transfer ticket for 60 UAH, which will allow unlimited transfers between the metro and surface transit within 90 minutes.

Fare rates in the capital have not been adjusted since 2018. Starting January 1, 2022, there were plans to raise public transit fares to 20 UAH, and to 12 UAH for holders of the “Kyiv Card.”

At the end of 2021, Kyiv Mayor Vitali Klitschko assured that public transit fares would not increase until the end of the heating season.

In 2023, city officials stated that they did not intend to raise public transportation fares until the end of the war.

In September 2025, Klitschko stated that despite the fact that public transportation in Kyiv is subsidized, the city is looking for ways to avoid raising fares.
