A bill aimed at preventing the president from “silently” vetoing laws has been introduced in the Rada

A bill has been introduced in the Verkhovna Rada aimed at addressing situations where the president neither signs a law passed by parliament nor vetoes it. The bill was introduced by MP Roman Lozinsky, according to "Komersant Ukrainian".

The bill in question isNo. 15256, “On Amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine Regarding the Specifics of the Publication of Laws.” The document proposes to close a legal loophole that allows the head of state to effectively “freeze” a law without an official veto.

What is the problem

Under the Constitution, after receiving a law, the president has two options:

  • sign the law;
  • return it to parliament with reasoned proposals (veto).

He has 15 days to do so. If the president does not return the law within this period, it is considered approved and must be signed and officially published.

However, the Constitution does not clearly specify a procedure for cases where the president simply ignores this obligation—neither signing the bill nor vetoing it. Critics refer to this practice as “silent blocking.”

What the bill proposes

The authors of the initiative want to establish a mechanism for the promulgation of laws in cases where the president has missed the constitutional deadline and has not carried out any of the prescribed procedures.

Essentially, the goal is to prevent a situation where a law passed by parliament fails to take effect for months or even years due to the president’s inaction.

Lawyers and politicians have repeatedly debated this issue. Some emphasize that the Constitution does not give the president the right to indefinitely withhold a law without a decision. Others argue that such a practice does not violate the law.

Consequently, the problem lies precisely in the absence of a clearly defined enforcement mechanism or an alternative method for promulgating the document.

If the bill is supported, the Verkhovna Rada will gain a tool to bypass the president’s “veto,” and the procedure for laws to take effect will become less dependent on the president’s political will.

As a reminder, as reported by "Komersant Ukrainian", a bill has been registered in the Verkhovna Rada regarding amendments to the Tax Code of Ukraine concerning the specifics of corporate income tax for banks. The initiative provides for the extension of the increased tax rate for banks in 2027—at the level of 50%.
