Preparing the energy sector for winter: the government aims to expedite the transfer of backup power equipment from Estonia

The energy ministries of Ukraine and Estonia aim to expedite the transfer of decommissioned and reserve equipment from Estonian thermal power plants.

This was announced by Ukrainian Energy Minister Denys Shmyhal, according to "Komersant Ukrainian".

“I held a meeting with Estonian Minister of Energy and the Environment Andres Sutt. We discussed specific measures to strengthen Ukraine’s energy resilience ahead of next winter, as well as areas for strategic technological partnership,” Shmyhal wrote.

Shmyhal emphasized the importance of transferring decommissioned and reserve equipment from Estonian thermal power plants through expedited procedures. According to him, these options are being explored.

He added that Estonian companies manufacture the equipment needed to restore and modernize Ukraine’s energy sector.

“Direct contacts between companies should become standard practice,” Shmyhal noted.

He recalled that Estonia has already allocated 2.6 million euros to the Energy Support Fund, calling it “a significant contribution to the stability of our system.”

Which other European countries will provide equipment

In March, Germany announced that it would soon send Ukraine equipment from its decommissioned power plants to help restore the energy infrastructure following Russian attacks.

“The planned portion of the equipment has already been dismantled and prepared for shipment. We expect to receive it in the near future,” Shmyhal said at the time.

Earlier, Austria announced the possibility of transferring spare or used equipment from its power plants to Ukraine. The aid includes decommissioned thermal power plant units, transformers, and generators

The agreement stipulates that the Ukrainian side, together with Austrian specialists, will inspect the potential equipment, assess its condition, and determine what exactly will best help improve energy stability.

In addition, Denys Shmyhal previously reported that agreements regarding the possibility of receiving decommissioned equipment and its prompt delivery to Ukraine have also been reached with Latvia, Finland, Croatia, and France. The equipment will be transported and quickly installed. This involves at least six decommissioned thermal power plants and combined heat and power plants that will be transferred to Ukraine. This will allow for the rapid restoration of key power plants destroyed by the enemy.

As a reminder: Earlier, Energy Minister Denys Shmyhal stated that Ukraine needs at least 5.4 billion euros to prepare for the 2026-2027 heating season.

During the “Energy Ramstein” meeting, Ukraine’s partners announced that they would allocate 100 million euros to Ukraine’s energy sector through the Energy Support Fund.
