Popenko noted that the issue of restoring CHPP-4 remains unresolved ahead of the new heating season

The situation regarding the restoration of CHPP-4 in Kyiv remains uncertain, which could pose additional risks for the upcoming heating season.
This was stated by Oleg Popenko, head of the Utility Consumers Union, in an interview with the YouTube channel "Komersant Ukrainian".
According to the expert, unlike CHPP-5 and CHPP-6, which the city could potentially finance on its own, the issue of the Darnytsia CHPP still lacks a systematic solution.
“CHP-4 is privately owned, but the private owners do not want to restore it, understanding the enormous risks that exist today,” Popenko noted.
At the same time, he drew attention to the lack of initiative on the part of state agencies and city authorities to change the facility’s status.

“Neither the state, nor the Cabinet of Ministers, nor the Kyiv City State Administration wants to take responsibility; they do not want to nationalize CHPP-4 and carry out its major repairs on their own,” he said.
The expert also criticized plans to provide individual buildings with autonomous heat sources as an alternative to the CHP plant’s operation.
In his opinion, if the CHP plant is not restored by the start of the heating season, some residents of the capital may once again be left without centralized heat supply.
