The Rada has increased payments to children with disabilities: the benefit may rise to 16,000 UAH per month

On August 19, the Verkhovna Rada adopted, in a repeat second reading, Bill No. 14191, which reforms the system of state support for children with disabilities, adults with disabilities since childhood, and their families. A total of 331 members of parliament voted in favor of the decision, according to the Ministry of Social Policy, Family, and Unity, as reported by "Komersant Ukrainian".

The main change is the transition from individual types of assistance to a comprehensive system that will combine cash payments with social services.

How much will children receive?

Starting January 1, 2027, a base amount will be introduced to calculate social benefits. It will be at least 4,000 UAH and will subsequently be determined annually by the state budget law.

For a child with a disability, the basic state assistance will amount to 200% of the base amount—that is, no less than 8,000 UAH per month.

An additional care allowance is provided:

  • 4,000 UAH —if, according to the Medical and Social Expert Commission’s conclusion, the child requires care;
  • 8,000 UAH — for a child with a disability in subgroup A.

Thus, monthly support will amount to at least 8,000 UAH, 12,000 UAH, or 16,000 UAH, depending on the child’s status and need for care.

For children who became disabled due to injuries or other health impairments caused by explosive devices, the basic allowance will be further increased by 50%.

Assistance for Adults and New Social Services

The law also provides for an increase in payments to adults with disabilities since childhood. Based on a base amount of 4,000 UAH, they will receive at least:

  • 8,000 UAH — individuals with Group I disability;
  • 4,000 UAH – Group II;
  • 3,000 UAH for Group III.

Additional care payments are provided for people with Group I disabilities. Specifically, for subgroup A, the total amount of assistance may be no less than 16,000 UAH, and for subgroup B—12,000 UAH.

Separately , the law introduces a combined early intervention social service for families with children from birth to age four who have developmental disabilities or are at risk of developing them. The assistance is to cover social, medical, and educational components.

Starting in 2027, the state will also, over a five-year period, fund support for children during inclusive education, comprehensive development and care services , as well as temporary respite care for parents and guardians who provide constant care for children with disabilities.

A separate set of changes concerns children who are fully supported by the state. Their benefits will be deposited into personal accounts: 10% into a checking account and 90% into a savings account. Upon reaching the age of 14, the child will be able to independently manage the funds in the checking account.

Overall, according to the Ministry of Social Policy, the state support system provided for by law can provide up to 71,000 UAH per month, depending on the specific situation and the combination of benefits and services.

As reported by "Komersant Ukrainian", the Ministry of Social Policy, Family, and Unity of Ukraine has raised over 2.2 billion hryvnias from UNICEF and the Ukrainian Red Cross Society for the Humanitarian Response and Resilience Account. Under the program, more than 104,000 households will be able to receive a one-time cash assistance payment of 19,400 UAH.
