The Specialized Anti-Corruption Prosecutor’s Office (SAP) has filed a petition with the High Anti-Corruption Court (HACC) to declare the assets acquired by Deputy Prime Minister for Recovery and Minister of Community and Territorial Development Oleksiy Kuleba to be unjustified.
This was reported by the SAP , according to "Komersant Ukrainian".
The case involves assets worth nearly 5 million hryvnias, which, according to the SAP, were acquired through his sister.
Suspicions Regarding the Acquisition of Assets
According to the SAP, in 2021, Oleksiy Kuleba, while serving as first deputy head of the Kyiv City Administration, entered into preliminary contracts for the sale of an apartment and a parking space in Kyiv through his sister. In 2023, while serving as Deputy Head of the Office of the President, he ensured that the final purchase and sale agreements for these properties were signed.

Kuleba also entered into service agreements regarding this apartment and parking space, involving his driver in the process.
The Special Anti-Corruption Prosecutor’s Office (SAPO) analyzed the official income and expenses of Kuleba and his family. As a result, it was determined that they did not have sufficient legal income to purchase the aforementioned assets. This served as the basis for filing a petition with the High Anti-Corruption Court (VAKS) demanding that the assets be recognized as unjustified and forfeited to the state.
The SAP also demands that the assets of former Deputy Minister of Energy Oleksandr Heylo, acquired between 2021 and 2023, be recognized as unjustified.
