Another diplomatic resignation: Julie Davis may leave the U.S. Embassy in Ukraine
28 April 22:51
Julie Davis, the U.S. Chargé d’Affaires in Ukraine who effectively heads the U.S. Embassy in Kyiv, may step down in the coming weeks. The Financial Times reports this, citing people familiar with the situation, according to "Komersant Ukrainian"
According to the publication, Julie Davis may leave Kyiv due to disagreements with the Donald Trump administration regarding the Ukrainian issue.
Davis holds her post in Kyiv concurrently with her role as ambassador to Cyprus. According to the publication, she has already informed the State Department of her decision to resign from the diplomatic service, to which she has dedicated 30 years.
One career diplomat told the publication that those who speak out in defense of Ukraine within the State Department under Trump “are being targeted.”
Who is Julie Davis
Julie Davis is the Chargé d’Affaires ad interim for the United States in Ukraine, meaning she heads the U.S. Embassy in Kyiv pending the nomination and confirmation of a full ambassador by the Senate.
She arrived in Kyiv in May 2025 following the resignation of the previous U.S. Ambassador to Ukraine, Bridget Brink. The U.S. Embassy stated at the time that Davis would continue to implement Washington’s policy aimed at ending the war and ensuring sustainable peace and prosperity for Ukraine.
Before her posting in Ukraine, Julie Davis had extensive diplomatic experience. She worked at the U.S. Department of State for nearly three decades, including in Eastern European countries. Davis also served as U.S. Ambassador to Cyprus and was the first woman in many years to lead the U.S. diplomatic mission in Belarus.

Why Davis Might Resign
According to the Financial Times, Julie Davis is disappointed by the lack of sufficient support for Ukraine from the Donald Trump administration. The publication reports that her possible departure is linked to disagreements over Washington’s policy toward Kyiv.
This is not the first time the U.S. diplomatic mission in Ukraine has been left without a head due to disagreement with the Trump administration’s policies.
The previous U.S. ambassador to Ukraine, Bridget Brink, left her post in April 2025. She later stated explicitly that she made this decision due to the foreign policy of the Trump administration.

The U.S. Embassy in Ukraine Still Without a Confirmed Ambassador
The Financial Times notes that dozens of U.S. embassies around the world currently lack ambassadors confirmed by the Senate. Among them is the U.S. diplomatic mission in Ukraine.
This is significant because the position of ambassador carries political weight and requires formal confirmation by the U.S. Senate. A chargé d’affaires may lead the embassy, but the absence of a full-fledged ambassador is often perceived as a sign of personnel or political uncertainty.
What Davis’s Possible Departure Means for Ukraine
Julie Davis’s possible resignation comes amid a difficult phase in relations between Ukraine and the U.S. The Donald Trump administration has repeatedly emphasized negotiations to end the war, while Kyiv insists on maintaining military, financial, and political support.
For Ukraine, a change in the head of the U.S. Embassy could mean another pause in diplomatic communication, especially if Washington does not quickly appoint a new head of mission. At the same time, the mere fact of a possible resignation does not mean an automatic breakdown or change in official relations between the countries.
