US Presidential Special Representative for Ukraine Keith Kellogg will leave Donald Trump’s administration in January 2026, when his term expires. Kellogg informed his confidants of his intention to resign, Reuters reports, citing four informed sources, "Komersant Ukrainian".
As noted, the retired lieutenant general’s departure will be a loss for Kyiv, as he was considered a key supporter of Ukraine in the Trump administration. Kellogg has been more vocal in his condemnation of Russian attacks on Ukrainian civilian infrastructure than other members of the current administration.
According to media reports, Kellogg had a conflict with another special envoy of the US president, Steve Vitkoff, who is promoting a new peace plan that includes territorial concessions from Ukraine. A special envoy of the US president is a temporary position with a term of office of no more than 360 days, which can be extended by the Senate.
Requirements for Ukraine under the new White House plan
The day before, Reuters and a number of other Western media outlets reported on Washington’s demands that Ukraine give up territories in the east of the country, reduce the number of armed forces and give up some weapons. Such demands are contained in the Trump administration’s new plan to end Russia’s war against Ukraine.
According to Reuters, the White House has made it clear to Ukrainian President Volodymyr Zelenskyy that Kyiv must accept the 28-point plan developed by the United States. Earlier it was reported that the Trump administration’s draft plan identifies four aspects: peace in Ukraine, security guarantees, security in Europe, and the future of Washington’s relations with Moscow and Kyiv.
