Court Returns the October Palace to the State: What We Know

The Kyiv Commercial Court has granted the prosecutor’s office’s claim to return the buildings of the former October Palace to state ownership. This was reported by the press service of the Kyiv City Prosecutor’s Office, according to "Komersant Ukrainian".
The lawsuit was filed on behalf of the state, represented by the State Property Fund. According to the fund, the estimated value of the complex is approximately 1 billion hryvnia.
It is a cultural heritage site of national significance and one of Ukraine’s largest concert venues.

The building was constructed between 1838 and 1842 based on a design by architect Vikentiy Beretti as the main building of the Kyiv Institute for Noble Girls. Subsequently, various government agencies operated there.
The palace is also associated with tragic chapters in Ukrainian history. Within its walls, NKVD officers executed members of the Ukrainian intelligentsia, including Kost Bureviy, Oleksa Blyzko, Hryhoriy Kosynka, Taras and Ivan Krushelnytskyi, and Dmytro Falkivsky.
In 1979, the building was designated a monument of national significance. It is included in the list of cultural heritage sites that are not subject to privatization and may remain exclusively in state ownership.
“Despite this, the Federation of Trade Unions of Ukraine registered ownership of the building in its name. Its status as private property posed a risk of further alienation,” the prosecutor’s office concluded.
