Tourism in Ukraine is returning to pre-war levels: who pays the most to the state budget

In the first quarter of 2024, the state budget of Ukraine received UAH 616 million in taxes from the tourism industry, which is 61% more than in the same period in 2023. At the same time, this figure is only UAH 13 million less than in pre-war 2021 (UAH 629 million). This is stated in a press release from the State Agency for Tourism Development.
The total number of taxpayers engaged in tourism activities increased by 19% compared to the first quarter of last year. The number of legal entities increased by 6% and individuals by 24%.
Thelargest share of state budget revenues – 64% – waspaid by hotels, amounting to UAH 395.1 million. This is 69% more than in the same period in 2023 (UAH 233.6 million).
Tax revenues from the activities of tour operators have doubled – UAH 88.7 million was paid in the first quarter of this year compared to UAH 44.8 million in the same period last year.
Tax revenues from travel agencies also increased – UAH 50.3 million was paid in the first quarter of 2024 compared to UAH 33.8 million in the same period in 2023.
The share of tax paid by campsites and children’s holiday camps increased by 41%. The budget received UAH 36.1 million in tax from these accommodation facilities, compared to UAH 25.6 million in the first three months of last year.
There was an increase in taxes paid by campsites and caravan park s – UAH 704,000 compared to UAH 499,000 last year.
The budget revenues for the first quarter of this year demonstrate that tourism has not only adapted to the difficult working conditions during martial law, but is also developing, creating jobs and supporting local communities, said Mariana Oleskiv, Head of DART.
