So, "Komersant Ukrainian" took a closer look at what these destinations have to offer vacationers.

The choice between Croatia, Montenegro, and Albania depends on your budget and expectations: Croatia offers European-style service and picturesque rocky landscapes; Montenegro offers a balance of affordability and beautiful bays; and Albania is the most budget-friendly option with warm seas, sandy beaches, and rapid development.

Croatia — a premium vacation with European-style service

Croatia is the most “European” and well-organized destination among the three countries. After joining the Schengen Area and adopting the euro, the country has become even more popular among tourists from Western Europe. Croatia is considered one of the most comfortable destinations for a vacation on the Adriatic coast, especially among tourists who value high-quality service and European-level organization.

The country attracts visitors with its clean and well-maintained resorts, modern infrastructure, and a large number of premium hotels. Croatia’s natural beauty deserves special attention—it combines rocky coves, pine-lined coastlines, crystal-clear turquoise waters, and picturesque islands. Tourists often compare certain regions of Croatia to Italy or the French Riviera.

In addition, Croatia is considered one of the safest options for family vacations, as most resorts are well-equipped for tourists with children. The most popular destinations among travelers are Dubrovnik, Split, Pula, Zadar, and Rovinj —these are the cities most frequently chosen for a summer beach vacation in 2026.

The main drawback of Croatia is the cost. During the high season, Croatia is noticeably more expensive than Montenegro and Albania. Also, many beaches are pebbly or rocky, so this isn’t always the ideal option for families with young children.

Prices for vacations in Croatia

In 2026, Croatia remains the most expensive but also one of the most comfortable destinations for a vacation on the Adriatic. For example, in July 2026, a budget trip for two will cost approximately 49,000–65,000 hryvnias, while a high-quality vacation at a good 4-star hotel will cost 90,000–120,000 hryvnias.

As for the premium segment, prices start at 150,000 hryvnias for two. At the same time, daily expenses in Croatia are also higher than in neighboring countries:

  • an average dinner at a restaurant is 40–70 euros for two;
  • coffee — 2–4 euros;
  • beach chairs — 15–30 euros.

That is why Croatia is most often chosen by tourists who value comfort, service, and a beautiful European atmosphere. The country is perfect for family vacations, romantic getaways, yachting, and luxury tourism.

Montenegro — the perfect balance between price and beauty

Montenegro has remained one of the most popular destinations among Ukrainians for many years, as it offers a good balance between price, nature, and service quality. The country’s main advantage is its incredible scenery, as it is home to the famous Bay of Kotor, considered one of the most beautiful in Europe.

Tourists are drawn to Budva, Kotor, Tivat, Bečići, and Herceg Novi— resorts where the sea, mountains, and ancient architecture come together. Montenegro is significantly cheaper than Croatia, yet it already boasts plenty of modern hotels and luxury resorts. The country has preserved a unique Balkan atmosphere, which adds authenticity to the vacation experience. Other advantages include the country’s compact size, cuisine familiar to Ukrainians, and a large number of apartments and villas available for rent. At the same time, during the high season, there are often large crowds of tourists, service quality can be inconsistent, and roads are narrow and congested.

In the summer of 2026, a vacation for two in Montenegro costs an average of 29,000–35,000 hryvnias for a bus tour. A good 4-star hotel will cost approximately 55,000–90,000 hryvnias, while a premium vacation starts at 120,000 hryvnias for two.

Average expenses on-site are also more moderate than in Croatia:

  • dinner for two costs about 25–50 euros;
  • coffee — 1.5–3 euros;
  • sun loungers — 10–20 euros.

For families with children, the resorts of Becici and Petrovac are best suited, as the sea there is calmer and the entry into the water is more comfortable.

Albania — the cheapest resort on the Adriatic

Albania is now considered the Balkan region’s top tourist discovery. While just a few years ago it was hardly considered a beach destination, the country is now increasingly being called the “new Croatia.” Albania’s main advantage is having the lowest prices among all Adriatic resorts. Tourists are drawn to the warm sea, large sandy beaches, affordable seafood, and a less touristy atmosphere. The most popular resorts are Ksamil, Saranda, Durres, and Vlora. Ksamil deserves special attention—due to its turquoise waters and picturesque beaches, it is often compared to the Maldives.

Despite its rapid development, Albania still lags behind Croatia and Montenegro in terms of service levels, road quality, and tourism infrastructure. However, this is precisely what creates a sense of true exoticism and a destination that hasn’t been “oversaturated” by tourists.

Local expenses are also the lowest among the three countries:

  • coffee costs less than two euros;
  • and renting sun loungers usually costs no more than 5–15 euros.

Which country should you choose for your vacation?

When it comes to vacations with children, Croatia traditionally offers the best service, where everything is as organized and comfortable as possible for families. Montenegro ranks second thanks to its good value for money, while Albania currently lags behind due to its less developed infrastructure.
