“Industrial visa-free travel” for Ukraine: the Ministry of Economy expects it to launch in 2027

Ukraine is moving to the practical phase of negotiations with the EU on the ACAA agreement (“industrial visa-free travel”), which is realistically expected to take effect in 2027, Deputy Minister of Economy, Environment, and Agriculture Taras Vysotsky said during a meeting with the European Business Association (EBA). This was reported by the EBA, according to "Komersant Ukrainian".

According to the published information, the business community and the ministry agreed to jointly develop a roadmap for implementing the agreement with business representatives.

“In addition, the Ministry of Economy is working on modernizing the system of electronic warehouse documents. The update of relevant IT solutions and the introduction of electronic signatures throughout the entire grain supply chain are expected within four to six months,” the statement said.

Regarding mobilization preparation issues, Serhiy Smetanko, director of the relevant department at the Ministry of Economy, reported that a coordinated decision on improving the mechanism for reserving employees through “Diyu” is expected as early as June.

“Currently, the ministry, together with the Ministry of Defense, is working on several reservation models. At the same time, the business community has drawn attention to the need to adjust approaches for companies that are actually operating in frontline regions,” he said.

In the area of digitalization, Deputy Minister Oleksandr Tsybort presented the results of the “Pulse” platform, which, as of the first quarter of 2026, had received over 500 inquiries from entrepreneurs. According to the ministry, 98 solutions have already been implemented, with a total economic effect of over 1.8 billion UAH. Additionally, the “Diya” system plans to launch the “Obriy” system, aimed at retraining personnel in blue-collar professions in line with market needs.

“Regarding legislative initiatives, the ministry is preparing to resubmit a draft law on the registration of infant and medical nutrition, which will allow the relevant procedures to be completed by mid-June. Additionally, a draft law on the management of electronic equipment waste is scheduled to be submitted to the government for consideration in August,” the statement reads.

The Ministry of Economy also confirmed its readiness to work with the business community to finalize draft law No. 15100 on the out-of-court resolution of consumer disputes, particularly regarding product labeling requirements. Work is also ongoing on regulations concerning the circulation of pesticides, official controls, and the transparency of timber exchange trading, the EBA reported.

As a reminder, on April 21, President Volodymyr Zelenskyy signed a law providing for the harmonization of the accreditation of conformity assessment bodies and the technical regulation system with European Union requirements.

The law is another step toward concluding the Agreement on the Mutual Recognition of Conformity Assessment Results for Industrial Products between Ukraine and the European Union (the so-called “industrial visa-free regime”), as well as toward Ukraine’s further integration into the EU’s internal market.

The document aims to bring Ukrainian legislation in the areas of technical regulation and accreditation into line with European standards.

For reference: The Agreement on Conformity Assessment and Acceptance of Industrial Products (ACAA) is a future agreement between Ukraine and the EU. It provides for the mutual recognition of conformity assessment results (certificates) for industrial products in the first three priority sectors: low-voltage electrical equipment, electromagnetic compatibility of equipment, and machinery.

Once the ACTA enters into force, Ukrainian manufacturers will be able to export products to the EU market without additional inspections. This will reduce the time and costs associated with conformity assessment and help eliminate technical barriers to trade. The signing of the ACTA is a practical step toward integration into the European Union.
