Ukraine is preparing more than 200 reforms to integrate its energy market with the EU

The National Commission for State Regulation of Energy and Public Utilities (NKREKP) has approved a plan to update the regulatory framework for the electricity sector in line with European standards. The regulator announced this, according to "Komersant Ukrainian".
“The document provides for over 200 measures for a comprehensive update of the regulatory framework in the electricity sector in accordance with European rules for the functioning of energy markets,” the statement said.
Key areas include the introduction of market coupling, capacity mechanisms, flexibility services, aggregation, and demand management, as well as the development of cross-border balancing.
“The implementation of the planned steps should ensure the further integration of the Ukrainian electricity market into the EU energy market and the fulfillment of Ukraine’s European integration commitments,” the NEURC emphasized.
The regulator will also work on developing new mechanisms for the functioning of the integrated electricity market in accordance with the EU acquis.
“The first practical step in this direction has already been taken: on April 28, 2026, the NEURC approved a draft Order on the appointment of a nominated electricity market operator, which is currently undergoing a public consultation process,” the commission noted.

Active engagement with market participants, the public, and European partners will be a key prerequisite for the effective integration of Ukraine’s and the EU’s energy markets, strengthening energy security, and fostering a competitive environment, the NEURC emphasized.
As reported, on April 20, Ukrainian President Volodymyr Zelenskyy signed a law on the implementation of European Union legislation and the integration of energy markets.
The document creates conditions for “day-ahead” market coupling and an intraday market with European trading zones. This will facilitate coordinated electricity trading.
It also provides for the implementation of the European risk preparedness model in the electricity sector and the introduction of capacity assurance mechanisms; as well as the regulation of interaction between the transmission system operator and the market operator to ensure cross-border electricity exchange.
Prior to this, on April 7, the Verkhovna Rada adopted the law “On Amendments to Certain Laws of Ukraine Regarding the Implementation of European Law on Energy Market Integration, Enhancing Security of Supply, and Competitiveness in the Energy Sector.”
