Modular shelters have not yet been installed in Kyiv: what will become of the project?

In Kyiv, work has not yet begun on installing modular shelters, for which hundreds of millions of hryvnias were previously earmarked. This is reported by "Komersant Ukrainian", citing Life Kyiv.
This is a large-scale urban project that called for the placement of hundreds of mobile protective structures in various districts of the capital.
Plans of the city authorities
According to previous statements, Kyiv planned to install about 500 modular shelters. UAH 483 million was allocated for the initiative.

District administrations identified 109 priority locations for the placement of such structures, and the Kyiv City State Administration previously reported that the sites had already been approved for installation.
The project stalled: what is the reason
Despite the preparatory stages, the funds were not used by the end of last year. The funding was returned to the budget because the district administrations did not have time to conduct the necessary tender procedures.
In 2026, the project was planned to be resumed, with an estimated 75 million UAH allocated for each district of Kyiv to install shelters.
What is the situation today
As of early June, no tenders for the procurement and installation of modular shelters in the capital have been announced, and funding has not actually been allocated.
Against the backdrop of regular air raid alerts and missile attacks, the issue of expanding the network of shelters in Kyiv remains one of the key priorities for the safety of residents, yet the project is still in its initial stages.
