Kyiv plans to raise public transportation fares: what is the actual cost of a trip?

In Kyiv, the estimated fare for municipal surface transportation currently stands at 44 hryvnias, while the fare for the metro is even higher. However, the new fares will take social factors into account.
This was reported to RBC-Ukraine by the Department of Transport Infrastructure of the Kyiv City State Administration, according to "Komersant Ukrainian".
How much will travel cost in Kyiv
The estimated cost of a single trip on Kyiv’s surface transit is 44 hryvnias; on the metro, this figure is even higher. The Department notes that despite these cost figures, there is currently no discussion of setting fares at this level.
“The final decision will be balanced and will take into account both the city’s financial capabilities and social considerations. The decision to introduce new fare rates will be made after the completion of the relevant economic calculations,” the department stated.
If fares are revised, the changes will affect all types of municipal transport simultaneously: the metro, buses, trolleybuses, and trams. At the same time, the system of discounts for certain categories of citizens will remain unchanged.
“It is worth noting that the costs of subsidized transportation are fully covered by the Kyiv budget, including the transportation of eligible passengers from other regions, which creates an additional financial burden on the city,” the Department emphasized.
Why the authorities are preparing a fare review
Kyiv city authorities are preparing a justification for changing fare prices for the first time since 2018. Mayor Vitali Klitschko recently issued a corresponding directive to the relevant departments. The main reasons for a possible increase:
- Rising costs: Over the past eight years, fuel, electricity, supplies, and logistics have become significantly more expensive, and employee salaries have also increased.
- Huge subsidies: The capital’s public transportation system is subsidized. This year, the city is allocating 12 billion hryvnias to support it.
- The issue of subsidies: The state does not fully compensate the city for the costs of subsidized transportation, so hundreds of millions of hryvnias are spent annually directly from the Kyiv budget.
As a reminder, starting March 14, fares on some private route taxis in Kyiv have risen to 20 hryvnias. This was caused by a sharp increase in fuel prices.
