Ukraine Enters the Turkish Market Duty-Free: New Rules Have Been Introduced for 84% of Goods

The Verkhovna Rada of Ukraine has ratified the Free Trade Agreement with Turkey. The agreement opens up new opportunities for Ukrainian exports, investment, and the development of the manufacturing sector. This was reported by "Komersant Ukrainian", citing the Ministry of Economy.
The Verkhovna Rada supported the ratification of the Free Trade Agreement between Ukraine and Turkey, which was signed on February 3, 2022, in Kyiv.
Once all domestic procedures in Ukraine and Turkey are completed, the agreement will officially enter into force.
According to the government’s assessment, the agreement is expected to become one of the key tools for developing Ukrainian exports, attracting investment, and supporting domestic producers.
Tariffs will be eliminated for 84% of Ukrainian goods
One of the main benefits of the agreement will be the full liberalization of access to the Turkish market for 84% of Ukrainian goods.
For certain sensitive product categories, the following will apply:
- tariff quotas;
- transitional mechanisms;
- gradual market opening.
This approach will help avoid sudden changes for producers in both countries.
Turkey is one of Ukraine’s largest trading partners
The Ministry of Economy noted that Turkey is already among Ukraine’s main trading partners.
As of the end of 2025:
- trade between the countries totaled 7.9 billion U.S. dollars;
- Ukrainian exports to Turkey reached $2.7 billion;
- Turkey ranked second among Ukraine’s export markets;
- third place in terms of total trade volume.
Oleksiy Sobolev,Ukraine’s Minister of Economy, Environment, and Agriculture, emphasized that the free trade zone opens up new opportunities for Ukrainian businesses.
“The free trade agreement creates new opportunities for Ukrainian businesses—from expanding sales markets to developing value-added products and attracting investment,” the minister noted.

Ukrainian manufacturers will gain new opportunities in the EU
A particular advantage will be the application of the updated Pan-Euro-Mediterranean Rules of Origin (PEM).
Thanks to this, Ukrainian companies will be able to:
- use Turkish components;
- retain the preferential origin of their products;
- export finished goods to European Union countries on preferential terms.
In effect, this will allow Ukrainian companies to integrate more actively into European supply chains.
How the agreement will affect Ukraine’s economy
The Ministry of Economy expects that the free trade zone will contribute to:
- an increase in Ukrainian exports;
- the development of the manufacturing industry;
- the modernization of production;
- attracting new investments;
- the creation of domestic value added;
- expanding the “Made in Ukraine” program.
The government also states its intention to continue improving mechanisms to support Ukrainian businesses and to create a level playing field for manufacturers.
When the agreement will enter into force
The Free Trade Agreement between the Government of Ukraine and the Government of the Republic of Turkey was signed on February 3, 2022, in Kyiv.
It will enter into force after Ukraine and Turkey have completed all necessary domestic procedures.
