Without Zelenskyy: Ukraine’s new prime minister is already being introduced in the Rada (live stream)

The Verkhovna Rada of Ukraine has begun deliberations on the appointment of a new prime minister. President Volodymyr Zelenskyy will not address parliament in person today. Instead, the president’s representative in the Verkhovna Rada is officially presenting Serhiy Koretskyi’s candidacy to lawmakers. This was reported by "Komersant Ukrainian", citing a live broadcast of the Verkhovna Rada session.
Zelenskyy Will Not Address the Verkhovna Rada
During the opening of the plenary session, Verkhovna Rada Chairman Ruslan Stefanchuk confirmed that the President of Ukraine is not scheduled to speak today.
Instead of the head of state, Serhiy Koretskyi’s candidacy is being presented by the President of Ukraine’s representative in the Verkhovna Rada, as required by parliamentary procedure following the submission of the presidential nomination.

Koretsky is already addressing the deputies
Following the official presentation, Serhiy Koretskyi took the floor; President Volodymyr Zelenskyy had officially nominated him to the Verkhovna Rada for the position of Prime Minister of Ukraine.

In his speech, the candidate presents his vision for the future government to the deputies and answers questions from members of parliament before the vote on his appointment.
Once the discussion is over, parliament is set to vote on the appointment of the new head of the Cabinet of Ministers.
Zelenskyy Officially Nominates Koretsky
Last night, Ukrainian President Volodymyr Zelenskyy officially submitted a proposal to the Verkhovna Rada to appoint Serhiy Koretsky as prime minister.
Parliament Speaker Ruslan Stefanchuk announced the receipt of the document.
“The Verkhovna Rada of Ukraine has received a nomination from President Volodymyr Zelenskyy to appoint Serhiy Koretskyi as Prime Minister of Ukraine,” Stefanchuk said.
After the prime minister’s nomination, the Rada will vote on the new government
After considering the prime minister’s nomination, the Verkhovna Rada is expected to proceed to a vote on the new composition of the Cabinet of Ministers.
Separately, parliament will consider the nominations for the ministers of defense and foreign affairs, which, in accordance with the Constitution, are submitted by the President of Ukraine.

As is known, on Thursday, July 16, parliament is scheduled to consider and vote on the new composition of the Cabinet of Ministers. According to several media outlets, President Volodymyr Zelenskyy will not submit the candidacy of Defense Minister Mykhailo Fedorov for this position in the new government.
Instead, he will propose that Acting Minister of Internal Affairs Ihor Klymenko head the Ministry of Defense.
The decision to change the leadership of the Ministry of Defense has sparked widespread public reaction.
The day before, Mykhailo Fedorov himself confirmed his dismissal and published a comprehensive final report on his performance in office. Among his achievements, he cited the scaling up of drone production, procurement reform, the development of the air defense system, international defense agreements, and the launch of new programs for the Ukrainian army.
Following this, a number of military personnel, volunteers, and public figures criticized the personnel changes, and veteran Dmytro Kozyatynskyi called on citizens to participate in a peaceful protest in Kyiv.
Social media is also buzzing with discussions about the possible consequences of the leadership change at the Ministry of Defense.
