15 July 22:22

Ukrainian Defense Minister Mykhailo Fedorov has officially confirmed that he is stepping down from his post. In his farewell address, he thanked his team, summarized the results of his work during his tenure as defense minister, and outlined the reforms he was unable to complete. This was reported by "Komersant Ukrainian", citing Mykhailo Fedorov’s Telegram channel.

Fedorov confirmed his resignation as defense minister

In his statement, Mykhailo Fedorov said it had been an honor for him to lead the Ukrainian Ministry of Defense.

“It was a great honor to serve the Ukrainian people as Minister of Defense,” he wrote.

The statement came amid a government reshuffle and personnel changes in the Cabinet of Ministers.

Earlier "Komersant Ukrainian" had already published insider reports on the division of ministries and the candidates for ministerial posts.

What Achievements Did Fedorov Cite?

In his final report, Fedorov listed the key decisions that, according to him, were successfully implemented during his tenure.

Among them:

  • a large-scale increase in the procurement of FPV drones, deep-strike drones, and other unmanned systems;
  • the launch of the “Drone Line” funding program;
  • the development of a program for modern drone-based assault units;
  • the procurement of pickup trucks, buggies, and ATVs for the military;
  • reforming the procurement system;
  • launching a mechanism for providing brigades with a basic supply of drones;
  • contracting for Patriot PAC-2 GEM-T missiles;
  • holding three “Ramstein” format meetings;
  • scaling up production of low-cost missiles to counter “Shahed” drones;
  • successfully testing a Ukrainian ballistic missile system;
  • signing a contract for Gripen aircraft and developing the Drone Deal program;
  • the establishment of the Trophy Lab and the Defense AI Center A1.

Separately, Fedorov announced an increase in the effectiveness of Ukraine’s air defense.

According to him, the interception rate for:

  • attack drones has risen from 83% to 91%;
  • cruise missiles—from 47% to 87%.

What Could Not Be Implemented

Fedorov acknowledged that some of the reforms had not been completed.

Among the main unfinished areas, he cited:

  • the complete organizational transformation of the Ministry of Defense in accordance with NATO standards;
  • completion of personnel reform;
  • the transition of all procurement to open tender procedures;
  • the establishment of a new culture of accountability for management decisions.

Fedorov noted that more decisive action was needed regarding personnel changes within the ministry.

Fedorov promised to continue his work

Despite his resignation, Mykhailo Fedorov stated that he is not stopping his work on the development of Ukrainian defense technologies.

“I will continue to work toward the mission I came to the Ministry of Defense with—to defeat the enemy through asymmetry, the speed of innovation, and the strength of our organization. There’s more to come,” he concluded.

As a reminder, the Verkhovna Rada appointed Mykhailo Fedorov as Minister of Defense on January 14, 2026.
