Ukraine to Receive $40 Million from Japan: Where the Funds Will Be Allocated

Ukraine and the Japan International Cooperation Agency have signed a grant agreement as part of the emergency recovery program.

This was announced by Oleksiy Kuleba, Deputy Prime Minister for the Recovery of Ukraine and Minister of Community and Territorial Development, on Telegram, according to "Komersant Ukrainian".

“A grant agreement has been signed between the Government of Ukraine and the Japan International Cooperation Agency (JICA) as part of the Emergency Recovery Program,” Kuleba wrote.

The grant amounts to approximately $40 million, which will be directed toward critically important areas of Ukraine’s recovery.

Over $15 million in funding will go toward restoring and improving public infrastructure. This includes machinery and equipment for utility companies and maritime infrastructure, as well as the modernization of critical facilities.

“Another $15 million will be allocated to medical and health services. The remaining funds will support the agricultural sector and the development of public broadcasting,” Kuleba said.

According to Kuleba, this is already the fifth phase of the emergency recovery program that Ukraine is implementing together with Japan and JICA.

Currently, with the support of the Japanese government, large-scale projects are being implemented in the fields of energy, transportation, water supply, healthcare, education, humanitarian demining, debris management, and municipal infrastructure, Kuleba said.

The total funding exceeds $700 million.

Earlier, Japan provided the State Emergency Service of Ukraine with equipment and machinery for humanitarian demining operations.

The Japan International Cooperation Agency (JICA) procured four pyrotechnic vehicles, 12 minibuses for transporting personnel, and 100 sets of protective gear for female deminers.

Japan’s contribution to humanitarian demining amounts to over $130 million since the start of the full-scale invasion. The lion’s share of the funding goes toward the purchase of equipment and machinery for mine action.
