Ukraine and Russia have agreed on a channel for the transfer of citizens’ documents

The Ukrainian and Russian ombudsmen have agreed to establish a direct exchange of official certificates and documents needed by citizens of both countries, despite the severing of diplomatic relations. This was reported by Yana Lantratova, Russia’s Human Rights Commissioner, following a meeting with Ukrainian Ombudsman Dmytro Lubinets, which took place recently at the Belarusian-Ukrainian border. This was reported by "Komersant Ukrainian" with reference to Russian propaganda media.

“We agreed that we would serve as the channel for cooperation and the transfer of these documents,” she explained, noting that due to the absence of diplomatic relations, relatives of the deceased on both sides are unable to process payments and obtain the necessary paperwork.

Dmytro Lubinets confirmed the agreements reached, noting that this will help expedite the resolution of civil law issues, including the processing of pension eligibility based on documents from Russian archives. In addition, the parties agreed on joint visits to prisoners of war in Russia and Ukraine, the exchange of lists of individuals ready for transfer, as well as the continuation of efforts to forward letters and parcels from relatives, the Ukrainian human rights activist reported. Lubinec provided the Russian side with a list of penal colonies and pretrial detention centers where, according to the Ukrainian side, the situation regarding the rights of Ukrainian prisoners of war is most dire.

“I received a preliminary assurance yesterday that they are ready to begin monitoring visits as soon as possible,” he said.

New approaches to monitoring detention conditions were discussed separately. The Ukrainian side proposed granting the International Committee of the Red Cross access to Ukrainian prisoners of war—which, according to Lubinets, Russia has not yet permitted—as well as the option of involving ombudsmen from other countries. For its part, Ukraine expressed its readiness to grant similar access to Russian prisoners of war.
